基于位置服务的旅游景区突发事件应急调度方法及其应用研究

【摘要】:快速应急调度处理是景区应对突发事件的重要手段,是景区公共安全的重要保障。随着旅游市场的日益繁荣,景区突发事件呈现增多态势,如何通过信息技术方法提升应急调度的效率,是景区亟待解决的问题。目前景区在应对突发事件时没有充分利用突发事件的时空属性,根据突发事件的位置信息来及时有效的找到解决方案,实现对事件的快速处理。突发事件造成的损失很大程度上是由于应对不及时、决策不到位造成的,常常给景区的经济和声誉方面带来负面影响。本文利用GIS在位置服务和空间分析方面的优势,结合景区现有的信息化建设系统,研究基于位置服务的突发事件应急调度方法,从而提升景区应急工作的处理效率,降低突发事件造成的影响和损失,提升景区的决策能力。本文主要研究内容与成果包括以下几个方面:(1)梳理可以直接或间接用于应急指挥的系统,设计位置信息的采集与组织方法,阐述多源数据的集成和转换方法,规范景区设施设备的操作接口,从而实现数据、软件和硬件的一体化操作;(2)基于突发事件的分类分级方法,制定适用于景区各类突发事件的应急预案,介绍各个应急预案的内容,梳理景区突发事件的处理流程及各部门相应的职责,构建面向景区常见突发事件的紧急预案处理模型,并实现预案数字化管理与匹配;(3)在位置服务的基础上,利用缓冲区分析、最短路径生成算法,结合人员和设施设备的选取规则,研究了景区工作人员、游客和景区设施设备的协同调度方法,为突发事件的应急指挥提供技术支撑;(4)设计面向景区的应急指挥应用示范系统,开发实现景区突发事件应急调度的系统通信功能和系统服务接口,并以火灾为例进行应急调度模拟与分析,验证了方法的有效性及调度效率。采用以上方法设计开发了南京市牛首山应急指挥应用示范系统,实验结果表明,本文提出的方法可以提高景区应急指挥效率、降低突发事件带来的损失、提升景区的管理和决策能力,为旅游景区的应急指挥提供了一种新的思路和方法。
[Abstract]:Rapid emergency dispatch is an important means to deal with emergencies in scenic spots and an important guarantee for public safety in scenic spots. With the increasing prosperity of tourism market, the number of emergencies in scenic spots is increasing. How to improve the efficiency of emergency dispatch by means of information technology is an urgent problem to be solved. At present, when dealing with emergencies, scenic spots do not make full use of the space-time attributes of emergencies. According to the location information of the emergency, we can find the solution in a timely and effective manner, and realize the rapid handling of the incident. The loss caused by the unexpected event is largely caused by the failure to deal with the incident in a timely manner and the lack of decision-making. This paper takes advantage of the advantages of GIS in location service and spatial analysis, and studies the emergency scheduling method based on location service, combined with the existing information construction system of scenic spot. In order to improve the efficiency of emergency work in scenic spots and reduce the impact and losses caused by emergencies, The main contents and achievements of this paper include the following aspects: 1) combing systems that can be directly or indirectly used for emergency command, designing methods for collecting and organizing location information. This paper expounds the method of integration and conversion of multi-source data, standardizes the operation interface of facilities and equipments in scenic spots, and realizes the integrated operation of data, software and hardware. Make emergency plan applicable to all kinds of emergencies in scenic area, introduce the contents of each emergency plan, sort out the process of dealing with emergency in scenic area and the corresponding duties of each department, and construct the emergency plan handling model for common emergencies in scenic area. On the basis of location service, using buffer analysis, shortest path generation algorithm, combined with the selection rules of personnel and facilities, the staff of scenic spots are studied. The cooperative scheduling method between tourists and facilities and equipment of scenic spots, which provides technical support for emergency command of unexpected events, is designed for the application demonstration system of emergency command in scenic spots. The system communication function and system service interface are developed to realize the emergency dispatching of scenic spots, and the simulation and analysis of emergency dispatch are carried out by taking fire as an example. This method is used to design and develop the application demonstration system of emergency command in Niu Shoushan, Nanjing. The experimental results show that the method proposed in this paper can improve the efficiency of emergency command in scenic area. In order to reduce the losses caused by unexpected events and improve the management and decision-making ability of scenic spots, it provides a new way of thinking and method for the emergency command of tourist spots.
