济南市土地利用规划数据库建设关键技术研究

【摘要】:随着改革开放的深入与经济的迅速发展,我国的人地矛盾日益突出。“十分珍惜和合理利用每一寸土地,切实保护耕地”基本国策对我国科学、可持续发展有着重要的意义。为适应发展需要,我国于2007年开展了第二次全国土地利用调查,全面查清了全国土地利用状况。为进一步合理安排各类用地,推动产业结构优化升级,促进经济的科学发展,国务院要求各级政府展开新一轮的土地利用总体规划。同时,我国启动“数字国土工程一县(市)级土地利用数据库建设”项目,以保存这些规划劳动成果,并能切实为土地相关部门服务。 本文基于“济南市土地利用规划数据库建设项目”,首先,通过对土地管理部门的需求进行分析,设计了土地利用规划数据库的结构和数据组织方式;进而,,重点介绍了建库过程中涉及到的一些关键技术与建库难点,并对其进行深入探讨,其中包括:两种常见数据之间的转换方法、分幅空间数据接边方法、数据库缩编和地图综合的方法以及制图建库一体化方法等。通过对这些技术的研究解决了整个建库过程中的难题,对数据库建设的顺利进行做好了准备工作。最后,本文就建库中不能输出合适的栅格图这一问题做出了研究,并提出了制图建库一体化模型。 本文共分六章。第一章是绪论,分析了土地利用规划数据库建设的背景,国内外研究动态以及本文的研究目的和内容;第二章是相关理论和方法,介绍了土地利用规划概念,规划数据库概念以及现阶段常用的几种GIS软件的特点。第三章是建库准备和数据库的设计,介绍了数据的采集和准备过程,然后对土地利用规划数据库进行设计,并选择了入库软件;第四章分析了数据库建设过程中五种关键技术,并针对项目需要提出了最优的处理方法;第五章以济南市为例进行数据库建设研究,并对建库中出现的问题提出了解决方法;第六章是总结和展望。 总的来说,本文通过构建土地利用规划数据库,解决数据库建设中存在的问题,优化了建库方案,进一步为国民经济发展的战略提供支持依据。为土地资源规划、开发和利用提供信息化支持和决策依据。
[Abstract]:With the deepening of reform and opening up and the rapid development of economy, the contradiction between man and land in our country has become increasingly prominent. Sustainable development is of great significance. In order to meet the needs of development, in 2007, China launched the second national land use survey, which comprehensively identified the national land use situation. To promote the optimization and upgrading of the industrial structure and promote the scientific development of the economy, the State Council has requested governments at all levels to launch a new round of overall land use planning. In order to save the achievements of the planning work and to serve the relevant departments of land, China has started the project of "Building a Land use Database at the County (City) level of the Digital Land Project". Based on the "Land use Planning Database Construction Project of Jinan City", firstly, through the analysis of the demand of the land use planning department, the structure and data organization of the land use planning database are designed. This paper mainly introduces some key technologies and difficulties involved in the process of building the database, and probes into them in depth, including: the conversion method between two common data, the edge joining method of split-width spatial data, The methods of database drawing down and map generalization, and the method of integration of mapping and database construction, etc. Through the study of these techniques, the difficulties in the whole process of database construction are solved, and the preparation work for the smooth construction of database is made. In this paper, we study the problem that the grid map can not be outputted in the database construction, and put forward the integrated model of mapping and database building. This paper is divided into six chapters. The first chapter is the introduction, analyzes the background of the database construction of land use planning, the domestic and foreign research trends, as well as the purpose and content of this paper, the second chapter is related theories and methods, introduced the concept of land use planning. The concept of planning database and the characteristics of several kinds of GIS software commonly used in the present stage. The third chapter is the preparation of building database and the design of database, introduces the process of data collection and preparation, and then designs the database of land use planning. Chapter 4th analyzes five key technologies in the process of database construction, and puts forward the optimal processing method to meet the needs of the project. Chapter 5th takes Jinan as an example to carry on the database construction research. And put forward the solutions to the problems in the construction of the database; 6th chapter is a summary and prospects. In general, this paper solves the problems existing in the database construction by constructing the database of land use planning, optimizes the scheme of building the database, and further provides the support basis for the strategy of national economic development. Development and use to provide information support and decision-making basis.
