移动GIS和CORS技术在规划执法监察中的应用研究

【摘要】:随着社会进步和经济发展,城市建设速度的加快,城市功能的完善,城市规划的作用就显得越来越重要。有效的规划才能更好利用有限城市空间资源,合理安排城市格局。然而规划方案的顺利实施需要采取有效的管理手段进行保障。规划执法监察工作是对建设项目是否按规划审批执行而进行监督检查。该项工作就是保障城市规划工作顺利进行的有效手段。但是,,目前规划执法监察工作中存在很多弊端,如数据采集困难、更新时效性差、工作效率低等,这就需要引入新技术手段来改善这一状况。 综合考虑规划执法监察中存在的问题以及目前技术发展趋势,本研究提出了一种综合应用移动GIS与CORS技术来解决规划执法监察工作中所存在问题的方案。该方案具体来说就是以搭载GIS应用的移动终端来读取项目规划信息,处理现场勘验数据,比对项目实际情况与规划审批文件符合情况;以CORS网络RTK技术作为项目现场勘验取证的测量手段。通过这种综合应用实现规划执法监察工作的移动化办公,改善现有工作模式中的不足。技术路线如下: 1.构建以Android智能手机为移动终端,以ArcGIS系列软件为数据处理及服务发布工具的移动GIS系统; 2.以Eclipse为开发平台结合ArcGIS Runtime SDK for Android插件开发用于规划执法监察工作的移动GIS应用。该应用基本包含规划执法监察工作中所需要的基本功能,如:量测、属性查询、坐标查询、绘图功能; 3.通过ArcGIS Desktop软件对基础数据进行处理,将数据配置成ArcGIS Server发布时所需要的数据形式,使用ArcGIS Server发布项目地图服务,通过手机GIS应用加载项目地图服务; 4.采用CORS网络RTK技术进行测量勘验获取所需数据,结合移动GIS应用进行数据处理及分析,最终获得成果。 移动GIS和CORS技术结合应用在规划执法监察工作中为规划执法监察工作提供了一种新的作业模式,改进了该项工作中存在的不足,促进该项工作的发展。
[Abstract]:With social progress and economic development, the speed of urban construction, the improvement of urban function, the role of urban planning becomes more and more important. Effective planning can make better use of limited urban space resources. Reasonable arrangement of urban pattern. However, the successful implementation of the planning plan requires effective management means to ensure. The supervision of planning law enforcement is to supervise and inspect whether the construction project is carried out in accordance with the plan approval and approval. It is an effective means to ensure the smooth progress of urban planning. At present, there are many disadvantages in the work of planning and law enforcement supervision, such as the difficulty of data collection, the poor efficiency of updating and so on, which need to introduce new technical means to improve this situation. Considering comprehensively the problems existing in planning, law enforcement and supervision, as well as the current trend of technological development, In this study, a comprehensive application of mobile GIS and CORS technology to solve the problems in planning law enforcement and supervision work is proposed. This scheme specifically uses mobile terminals with GIS applications to read project planning information. Processing the field survey data, comparing the actual situation of the project with the plan examination and approval document, taking the CORS network RTK technology as the measuring means of the project site investigation and obtaining evidence. Through this comprehensive application, the mobile office of the planning and law enforcement supervision work can be realized. Deficiencies in the improvement of existing work patterns. The technical routes are as follows:. 1. Build a mobile GIS system with Android smart phone as mobile terminal and ArcGIS series software as data processing and service publishing tool; 2. Using Eclipse as development platform and ArcGIS Runtime SDK for Android plug-in to develop mobile GIS application for planning law enforcement supervision, the application basically includes the basic functions needed in planning law enforcement supervision, such as measurement, attribute query, coordinate query, etc. Drawing function; 3. The basic data is processed by ArcGIS Desktop software, the data is configured into the data form needed when ArcGIS Server is published, the project map service is published by ArcGIS Server, and the project map service is loaded through the GIS application of mobile phone. 4. The CORS network RTK technology is used to survey and obtain the required data, and the mobile GIS application is used to process and analyze the data. Finally, the results are obtained. The application of mobile GIS and CORS technology in planning law enforcement supervision provides a new operational mode for planning law enforcement supervision, improves the shortcomings of this work, and promotes the development of the work.
