基于GIS的城市规划总图数据标准及城市规划辅助系统研究

【摘要】:城市规划审批是城市规划管理的核心内容,直接影响着城市建设和土地开发模式,是一项对准确性、科学性要求很高的工作。随着经济全球化和科学技术迅猛发展,我国城市建设速度大大加快,城市化水平逐年提高。因此传统的手工报批方式已经难以满足要求,需要采用先进的城市规划电子审批方式。 本文分析了城市规划中传统审批方式的缺陷和规划审批现状,阐述了城市规划辅助系统的研究意义,并结合长沙规划现状,制定基于GIS的城市规划总图数据标准。在研究了长沙市规划信息服务中心的实际需求后,结合基于GIS的城市规划总图数据标准,设计并实现了基于AutoCAD二次开发的城市规划辅助系统。该系统具有辅助设计、单体面积审核和经济指标审核等功能模块,采用了友好的可视化用户界面,缩短了审批工作办卷时间,降低了劳动强度,满足了长沙市规划信息服务中心的实际需要。 本系统通过与长沙市规划信息服务中心现有的电子办公系统——《长沙市规划管理局一站式规划管理服务平台系统》无缝对接,真正实现了符合长沙市规划服务信息中心现状的规划审批与系统办卷一体化“无纸办公”,对于提高规划审批的准确性和科学性、确保规划信息的现势性、加速城市管理信息化进程都有积极的效果。图15幅,表5个,参考文献51篇。
[Abstract]:Urban planning examination and approval is the core content of urban planning management, which directly affects urban construction and land development model. It is a work with high accuracy and scientific requirements.With the rapid development of economic globalization and science and technology, the speed of urban construction in China has been greatly accelerated, and the level of urbanization has been improved year by year.Therefore, the traditional manual approval method has been difficult to meet the requirements, so it is necessary to adopt the advanced electronic approval method of urban planning.This paper analyzes the defects of traditional examination and approval methods in urban planning and the present situation of planning approval, expounds the significance of the research on urban planning auxiliary system, and formulates the data standard of urban planning master plan based on GIS combined with the present situation of Changsha planning.After studying the actual demand of Changsha Planning Information Service Center and combining with the data standard of urban planning general plan based on GIS, the secondary development of urban planning auxiliary system based on AutoCAD is designed and implemented.The system has the function modules of auxiliary design, single area audit and economic index audit. It adopts friendly visual user interface, shortens the examination and approval time and reduces the labor intensity.Meet the actual needs of Changsha planning information service center.The system is connected seamlessly with the existing electronic office system of Changsha Planning Information Service Center < Changsha Planning Administration one-stop planning management service platform system >.It has realized the integration of "paperless office" in line with the present situation of Changsha Planning Service Information Center, which can improve the accuracy and scientificity of planning examination and approval, and ensure the present situation of planning information.Accelerating the process of urban management information has a positive effect.There are 15 figures, 5 tables and 51 references.
