基于GIS的咸安经济开发区土地集约利用评价研究

【摘要】:我国现阶段处于环境友好型社会和资源节约型社会建设的关键时期,土地资源利用面临愈来愈大的土地资源供需矛盾和生态环境协调发展的压力。开发区是中国城镇建设发展和土地资源利用的重要区域之一,在促进中国地方经济发展中发挥了积极作用,成为地方产业结构调整、产业升级、地方经济发展、科技创新提升的重要战略平台。我们发现,在中国许多开发区(或工业园区)存在土地利用重引资轻规划、重规模轻效率、重扩张轻挖潜等问题。为保证经开发区(或工业园区)健康可持续发展、提高土地利用效率、缓解现有土地供需矛盾,必须按照资源节约型社会和环境友好型社会建设的总体要求,立足于改变开发区(或工业园区)盲目扩张规划用地、粗放使用现有土地的现有局面,建立集约高效的开发区(或工业园区)用地模式。搞好开发园区(或工业园区)土地集约利用评价工作是建立集约高效用地模式的首要环节,一是可以控制开发区盲目扩张,二是可以挖掘开发区(或工业园区)低效用地潜力,三是可以提高开发园区(或工业园区)用地管理的绩效水平,四是可以建立健全开发区(或工业园区)土地节约集约利用考核考评制度和管理长效机制,五是可以增强土地参与宏观调控的能力,对建设资源节约型和环境友好型社会具有指导意义和参考价值。益处良多。 本文以咸安经济开发区土地利用现状入手研究,以建立咸安经济开发区土地资源集约高效利用为主要目标,以开展咸安经济开发区土地资源集约利用评价为基本内容,从调查分析咸安经济开发区土地利用状况、开展咸安经济开发区土地集约利用程度评价、开展咸安经济开发区土地集约利用潜力测算与分析、深入研究咸安经济开发区土地开发利用对策及建议等多方面、全方位进行剖析。从2012年3月至2012年5月份,用时三个月完成本研究预期的全部工作,获取了相应的评价和研究成果,在咸安经济开发区相关政府职能部门、园区企业和多位专家的协助下,完成了咸安经济开发区土地集约利用评价研究。
[Abstract]:Our country is in the key period of the construction of environment-friendly society and resource-saving society at the present stage. The land resource utilization is facing more and more pressure from the contradiction of supply and demand of land resources and the harmonious development of ecological environment. The development zone is one of the most important areas in the construction and development of Chinese cities and towns and the utilization of land resources. It has played an active role in promoting the development of the local economy in China. It has become a local industrial structure adjustment, industrial upgrading, and local economic development. The important strategic platform for scientific and technological innovation promotion. We find that in many development zones (or industrial parks) in China there are many problems, such as the importance of land use to attract investment and less to planning, the importance of scale to efficiency, and the importance of expansion to tapping potential and so on. In order to ensure the healthy and sustainable development of economic development zones (or industrial parks), improve the efficiency of land use and alleviate the contradiction between supply and demand of existing land, it is necessary to meet the overall requirements of the construction of resource-saving society and environment-friendly society. On the basis of changing the existing situation of blind expansion and planning of development zones (or industrial parks) and extensive use of existing land, the mode of intensive and efficient land use in development zones (or industrial parks) is established. To do well in the evaluation of intensive utilization of land in development parks (or industrial parks) is the first step in establishing intensive and efficient land use models. One is to control the blind expansion of development zones, and the other is to tap the potential of inefficient land use in development zones (or industrial parks). Third, it can improve the performance level of land management in development parks (or industrial parks), and fourth, it can establish and improve the appraisal system and long-term management mechanism of land saving and intensive utilization in development zones (or industrial parks). Fifth, it can strengthen the ability of land to participate in macro-control, and has the guiding significance and reference value to the construction of resource-saving and environment-friendly society. There are many benefits. Based on the present situation of land use in Xian Economic Development Zone, this paper aims at establishing intensive and efficient utilization of land resources in Xianan Economic Development Zone, and carries out the evaluation of intensive utilization of land resources in Xian Economic Development Zone as the basic content. Based on the investigation and analysis of the land use situation in Xian Economic Development Zone, the evaluation of land intensive utilization degree in Xian Economic Development Zone and the calculation and analysis of land intensive utilization potential in Xian Economic Development Zone are carried out. This paper makes a thorough study on the countermeasures and suggestions of land development and utilization in Xian Economic Development Zone. From March 2012 to May 2012, it took three months to complete all the work expected in this study, and obtained the corresponding evaluation and research results, with the assistance of relevant government functions, enterprises and experts in Xian Economic Development Zone. The evaluation of land intensive utilization in Xian Economic Development Zone was completed.
