基于GIS的呼和浩特市建成区中小学校优化布局研究

【摘要】：发展义务教育是关系民生的根本,合理布局中小学校教育资源是建设公平的公共服务设施的基本保障。目前,我国中小学校主要存在着学校规模小、布局不合理、相对优质的学校生源严重超载等问题。因此,亟需完善中小学校教育资源的均衡化配置、提高中小学校土地利用效率、促进校际间优质资源共享,促使学校办学条件改善、规模扩大、布局优化。本文以呼和浩特市建成区中小学校为研究对象,在分析建设现状和布局特征的基础上,通过教育资源比较分析和空间布局GIS分析,剖析当前存在的问题与成因,对现状中小学校进行优化调整,提出相应的优化布局对策与建议。基于研究区2020年末常住人口预测和相关规范要求,规划中小学校数量。经研究分析,本文所得结论如下:(1)目前呼和浩特市建成区内共有中学59所,小学95所,并呈现出“中心集聚、四周分散”的分布特征。城区一环路、二环路以内居民抵达中小学校可达性较高,二环路以外可达性较低。(2)中小学校班额普遍偏大。小学师生比、用地达标率较低,容量严重不足;中学师生比、用地达标率较高,容量过剩。(3)中小学校空间布局不合理。如沿干道布局学校比重较高、与居住用地分布不匹配、各街道办事处教育资源分布不均衡、优质教育资源配置不合理等。(4)预测出2020年末呼和浩特市建成区小学应增加28所,中学应增加9所。
[Abstract]:The development of compulsory education is fundamental to the people's livelihood, and the rational distribution of educational resources in primary and secondary schools is the basic guarantee for the construction of fair public service facilities. At present, primary and secondary schools in our country have some problems, such as small scale, unreasonable distribution and serious overloading of relatively high quality school students. Therefore, it is urgent to perfect the balanced allocation of educational resources in primary and secondary schools, to improve the efficiency of land use in primary and secondary schools, to promote the sharing of high-quality resources among schools, to improve the conditions of running schools, to expand the scale and to optimize the distribution of schools. This paper takes the primary and middle schools in Huhhot City as the research object. On the basis of analyzing the present construction situation and layout characteristics, through the comparative analysis of educational resources and the GIS analysis of spatial distribution, this paper analyzes the existing problems and causes. This paper optimizes and adjusts the present situation of primary and middle schools, and puts forward the corresponding countermeasures and suggestions for optimizing the layout. The number of primary and secondary schools is planned based on the prediction of resident population and the requirements of relevant regulations in the study area by the end of 2020. The conclusion of this paper is as follows: 1) at present, there are 59 middle schools and 95 primary schools in Huhhot built area. The first ring road and the second ring road in the urban area have higher accessibility to primary and secondary schools, and lower accessibility outside the second ring road. 2) the class size of primary and secondary schools is generally on the high side. The ratio of primary school students to teachers and students is low, the capacity of primary school is not enough, the ratio of middle school students to teachers and students is high, and the space layout of primary and middle school is unreasonable. If the proportion of schools along the main roads is high, the distribution of residential land is not matched, the distribution of educational resources in the sub-district offices is not balanced, and the allocation of high-quality educational resources is unreasonable, etc.) it is predicted that 28 primary schools should be added in Huhhot City by the end of 2020. There should be nine more secondary schools.
