基于GIS的富民县农村居民点布局优化研究

【摘要】:随着城镇化、工业化的快速发展,乡村城镇化是农村经济社会发展的必然趋势。由于农村集体土地产权不明确及缺乏科学规划,或规划落实不到位等原因,导致我国农村居民点用地总体上呈现粗放利用状态,规模小、建设无序、布局混乱、建房占地面积多、土地严重浪费以及环境卫生差、基础设施落后等因素,严重制约着农村社会经济发展,减缓农村城镇化、现代化的发展进程。 富民县距离昆明主城仅23公里,是离昆明城区最近的县区。随着京昆高速昆武段通车后,富民将纳入昆明主城15分钟经济圈,发展空间巨大。按照规划,到“十二五”末,富民县城镇化率计划将达到44%,用地规模和人口规模将从原规划的7.12平方公里、6.5万人,增加到2020年的32.24平方公里、20万人。将对涉及的6个乡镇、498个村镇进行规划,从集镇规划到村庄规划做到全域覆盖。富民县拟“撤县设市”的工作已提上日程,实施农村居民点的综合整治规划已迫在眉睫。 本文以富民县为研究区域,,以TM遥感影像为基础,通过ERDAS IMAGINE遥感影像处理软件以及ArcGIS地理信息系统软件相结合,对富民县TM遥感影像进行校正与解译。提取研究区农村居民点现状分布图斑数据,并结合富民县统计年鉴,土地利用总体规划等成果数据,从地形地质、区位及社会经济等方面对影响富民县农村居民点布局的因素进行综合分析,结合分析结果构建农村居民点布局影响因素评价体系,运用层次分析法确定影响因子的权重值并计算富民县境内农村居民点综合分值,根据评价结果确定全县适宜布局区农村居民点178个,较适宜布局区农村居民点1800个,低适宜布局区农村居民点1201个、不适宜布局区农村居民点620个。最后对富民县农村居民点划分为城镇化、中心村、保留村和迁并村四种类型,利用ArcGIS空间分析确定优化布局方案。
[Abstract]:With the rapid development of urbanization and industrialization, rural urbanization is the inevitable trend of rural economic and social development. Due to the lack of clear rural collective land property rights and lack of scientific planning, or the implementation of the plan is not in place and other reasons, the rural residential land in our country on the whole presents a state of extensive use, small scale, disordered construction, chaotic layout, etc. Many factors, such as large land occupied area, serious waste of land, poor environmental sanitation and backward infrastructure, seriously restrict the development of rural social economy, slow down the development process of urbanization and modernization in rural areas. Fumin County from the main city of Kunming only 23 km, is the nearest county to Kunming City. With the opening of the Beijing-Kunming Expressway Kunwu section, the prosperous people will be brought into the 15-minute economic circle of Kunming main city, and the development space will be huge. According to the plan, by the end of the 12th Five-Year Plan, the urbanization rate of Fumin County will reach 44 percent, and the scale of land use and population will increase from 7.12 square kilometers and 65000 people in the original plan to 32.24 square kilometers and 200000 people in 2020. 498 villages and towns involved in 6 towns will be planned, from market town planning to village planning to cover the whole area. Fumin County to "withdraw the county to set up a city" work has been put into the agenda, the implementation of comprehensive rural residential planning is imminent. In this paper, based on TM remote sensing image and ERDAS imagine remote sensing image processing software and ArcGIS GIS software, the TM remote sensing image of Fumin County is corrected and interpreted. In this paper, we extract the distribution map data of rural residential areas in the study area, combine with the Fumin County Statistical Yearbook, the overall land use planning and other achievements data, from the terrain and geology, The factors affecting the distribution of rural residential areas in Fumin County are comprehensively analyzed in terms of location and social economy, and the evaluation system of the factors affecting the distribution of rural residential areas is constructed in combination with the results of the analysis. The weight of the influencing factors was determined by AHP and the comprehensive score of rural residential areas in Fumin County was calculated. According to the evaluation results, 178 rural settlements were determined in the suitable layout areas of the whole county, and 1800 rural settlements in the more suitable layout areas. There are 1201 rural residential areas in low suitable layout areas and 620 rural settlements in unsuitable layout areas. Finally, the rural residential areas in Fumin County are divided into four types: urbanization, central village, reserved village and moving and merging village, and the optimized layout scheme is determined by ArcGIS spatial analysis.
