基于“一张图”模式下的土地登记系统的设计与实现

【摘要】:土地管理是国土资源部门的核心工作任务、也是我们国家发展规划中的重点工作。土地登记工作是土地管理的基本任务,利用最新技术开发土地登记信息系统具有重要意义。 当前国土资源信息化建设正处在“十二五”规划的关键时期,国土资源“金土工程”是本阶段的重点任务,建设国土资源“一张图”综合信息系统是金土工程的核心工作之一。“一张图”工程是一项庞大的综合信息系统建设工程,它的目的在于利用最新的技术对国土资源工作中涉及到的各项工作任务进行统一的规范化管理。“一张图”工程对提高国土资源管理水平,促进经济和社会发展有重要作用。论文以设计开发“一张图”模式下的土地登记信息系统为切入点,通过研究设计实现了“一张图”模式下的土地登记信息系统,为推动“一张图”工程的深入开展提供参考。 论文中对土地登记业务进行了详细的分析,结合“一张图”工程的思想,建设了一个“一张图”模式的地籍数据库,并设计实现了其上的基于ArcGIS Server的B/S土地登记信息系统,及其辅助的移动信息服务系统。数据库使用Oracle10g来进行空间数据与业务数据的存储与管理;B/S系统部分采用了主流的.NET开发平台,将ASP.NET与ArcGIS ServerWeb ADF开发框架相结合的技术进行开发;移动信息服务系统采用了.NET环境中的Windows Phone手机软件开发技术。 论文最后按照系统设计实现了基于“一张图”模式下的土地登记系统,大众可以通过浏览器进入系统浏览与查询土地登记的相关信息,工作人员通过登录办公模块可以在线办理土地登记的申请、权属调查及审批登记等相关业务,也可以进行地籍空间数据的在线编辑工作,真正满足了业务需求,,提高了工作效率。同时手机端的土地登记辅助信息系统也为大众提供了极大的便利,大众能够随时随地享用相关信息资讯。系统的最终实现体现了“一张图”工程的模式思想,达到了系统设计之目标,也证明了系统设计方案的可行性与正确性。
