基于GIS的水电移民工程调查系统开发与应用

【摘要】:水电工程是国民经济中的基础性设施和公益性产业,水电移民是水电工程的一个重要组成部分又是一项复杂的系统工程。其政策性强,涉及大范围人口搬迁,基础设施乃至城镇的重新规划和建设,要使用大量文档资料和繁杂的信息,如何对数据资料进行有效地管理、查询和利用,关系到移民工作的效率和成果的可靠性。传统的移民工作方式是利用纸质地图或CAD图,投入较多的人力,效率低下。而利用GIS强大的空间数据管理和处理能力,能提高移民工作的效率,使规划、管理和决策更加科学化。因此,努力做好水电工程移民工作,有利于推动国民经济和谐、可持续发展,有利于贯彻落实以人为本、科学发展观和建设和谐库区理念,同时有利于提高建设和谐移民,从而确保水电工程建设质量与安全,确保移民群众生命财产安全,确保顺利推进移民搬迁安置工作,促进水电工程圆满实现。 本文在详细分析水电工程移民工作业务需求的基础上,并查阅大量相关文献资料。结合白鹤滩水电站移民实物指标调查系统的研发,运用组件技术结合三层C/S结构,选取ESRI公司的组件产品ArcGIS Engine,采用面向对象开发语言C#进行集成二次开发,,提高了开发效率,并加强了空间分析功能。在数据库的设计上,采用ArcSDE空间数据引擎和SQLServer2005大型数据库存储相关移民工作的空间数据和属性数据。通过计算机程序设计实现对移民数据的自动化管理,减少人为因素,提高成果的可信度,使移民工作的数据实现自动化、微机化。系统具有良好的用户界面,通过人机交互完成信息输入、查询、统计及打印输出,同时系统具备优良的开放性,为以后的维护扩充打下良好基础。 总体上,本系统的设计实现了对移民信息管理的可视化、数字化,大大提高了对数据的管理效率,为水电移民工作提供全方位的信息支持,真正意义上实现高效率、高技术的移民理念。
[Abstract]:Hydropower project is a basic facility and public welfare industry in national economy. Hydropower migration is an important part of hydropower project and a complex system engineering. Its policy is strong, involves the large-scale population relocation, the infrastructure and even the town plan and the construction, must use the massive document material and the complex information, how to carry on the effective management, the inquiry and the utilization to the data material, It is related to the efficiency of the immigration work and the reliability of the results. The traditional immigrant work way is to use paper map or CAD map, invest more manpower, low efficiency. Making use of the strong spatial data management and processing ability of GIS can improve the efficiency of immigration work and make planning, management and decision more scientific. Therefore, it is beneficial to promote the national economy harmony and sustainable development, to carry out the people-oriented, scientific development concept and the construction of harmonious reservoir area, and to improve the construction of harmonious immigrants. So as to ensure the construction quality and safety of hydropower project, ensure the safety of the life and property of the immigrant, ensure the smooth promotion of resettlement and resettlement, and promote the successful realization of the hydropower project. Based on the detailed analysis of the work demand of hydropower project migrants, this paper refers to a large number of related documents. Combined with the research and development of the investigation system of the physical index of the immigrants of Baihetan Hydropower Station, the component product ArcGIS Engine, of ESRI Company was selected to develop the integrated secondary development with the object-oriented development language C # by using the component technology and the three-tier C / S structure. The development efficiency is improved and the spatial analysis function is strengthened. In the design of database, the spatial data engine of ArcSDE and the large database of SQLServer2005 are used to store the spatial data and attribute data of the immigration work. The automatic management of immigration data is realized by computer programming, and the artificial factors are reduced, the reliability of the results is improved, and the data of migration work are automated and computerized. The system has a good user interface, information input, query, statistics and print output are completed through man-machine interaction. At the same time, the system has excellent openness, which lays a good foundation for future maintenance and expansion. As a whole, the design of this system realizes the visualization and digitization of migration information management, greatly improves the efficiency of data management, provides comprehensive information support for hydropower migration work, and realizes high efficiency in real sense.
