基于GIS的开发区土地集约利用评价与潜力分析研究

【摘要】:开发区对我国的改革开放做出了巨大的贡献,是现代工业的集聚中心和区域经济增长中艰力量。但目前开发区在土地利用中也存在很多问题,例如重规模轻效率、重引资轻规划、重扩张,轻挖潜,因此开发区的建设以及工业的发展离不开开发区土地集约利用评价与潜力分析。 本研究方法以定量评价为主,定性分析与定量评价,整体评价与典型分析,实地调查与统计分析相结合的方法对开发区进行土地集约评价及潜力分析研究,主要被容包括:(1)将GIS技术引进开发区土地集约利用评价中,通过其空间分析功能全面掌握开发区土地集约利用状况,推动开发区土地利用管理基础信息建设,为开发区动态监控及有关政策制定提供依据。(2)基于金湖经济开发区土地利用现状,从土地利用程度、用地结构和土地利用强度三方面分析土地利用现状。并通过对典型企业样点分析用地的结构、效益和强度三个方面,对比分析土地集约利用水平给出分析结果和用地建议。(3)本文在结合《规程》相关指标体系的基础上,依据金湖经济开发区主导产业和经济状况上,应用多因素综合分析法和层次分析法构建有金湖特色的开发区集约评价指标体系,在其中增加引入“地均”及“耗地系数”两个概念,提出一组新目标及相应的子目标和指标,即通过计算GDP和税收的增长土地资源消耗系数来反应该开发区的耗地水平。评价计算过程中,应用目标执法、发展趋势估计法与专家咨询法进行理想值确定,应用专家咨询法、因素成对比较法与层次分析法来确定指标及目标层权重。(4)最后总结全文并通过前文的实证研究,上升到公共政策分析与研究层面,对提高开发区土地集约利用水平提出了几点政策方面的建议并对该应用成果的推广提出提高土地集约利用程度的主要途径和管理措施。 虽然本研究理论与实践结合对开发区土地集约利用评价与潜分析技术进行了研究和探讨,但仍然存在不足,尚有一些问题有待于进一步研究。
[Abstract]:The development zone has made great contributions to the reform and opening up of our country, which is the agglomeration center of modern industry and the amount of difficulty in regional economic growth. However, at present, there are also many problems in the development zone in land use, such as emphasizing scale and light efficiency, attracting investment over planning, paying attention to expansion, and tapping potential lightly. Therefore, the construction of the development zone and the development of industry can not be separated from the evaluation and potential analysis of intensive land use in the development zone. This research method combines quantitative evaluation, qualitative analysis and quantitative evaluation, overall evaluation and canonical analysis, field investigation and statistical analysis to carry out land intensive evaluation and potential analysis of the development zone. The main contents are as follows: (1) introducing GIS technology into the evaluation of intensive land use in the development zone, comprehensively mastering the situation of intensive land use in the development zone through its spatial analysis function, and promoting the basic information construction of land use management in the development zone. It provides the basis for the dynamic monitoring of the development zone and the formulation of related policies. (2) based on the present situation of land use in Jinhu Economic Development Zone, the present situation of land use is analyzed from three aspects: the degree of land use, the structure of land use and the intensity of land use. Through the analysis of the structure, benefit and intensity of land use in typical enterprise sample points, the analysis results and land use suggestions are given by comparing and analyzing the level of intensive land use. (3) based on the relevant index system of the regulations, According to the leading industry and economic situation of Jinhu Economic Development Zone, the intensive evaluation index system of Jinhu Economic Development Zone with Jinhu characteristics is constructed by using multi-factor comprehensive analysis and analytic hierarchy process (AHP). Among them, the concepts of "land average" and "land consumption coefficient" are introduced, and a set of new objectives and corresponding sub-goals and indicators are put forward, that is, the land consumption level of the development zone should be reflected by calculating the land resource consumption coefficient of GDP and tax growth. In the process of evaluation and calculation, the target law enforcement method, the development trend estimation method and the expert consultation method are applied to determine the ideal value, and the expert consultation method is applied. The factors are compared with AHP to determine the index and target weight. (4) finally, the full text is summarized and through the previous empirical research, it rises to the level of public policy analysis and research. Some policy suggestions are put forward to improve the level of intensive land use in the development zone, and the main ways and management measures to improve the degree of intensive land use are put forward for the promotion of the application results. Although the theory and practice of this study are combined with the research and discussion on the evaluation and potential analysis technology of intensive land use in the development zone, there are still some shortcomings, and there are still some problems to be further studied.
