【摘要】:随着陆域资源开发程度逐渐加深与陆域污染问题日益严重,世界范围内海洋资源开发在经济生产中逐渐占据重要地位,海洋经济也由此成为世界各国间又一轮经济比拼的着力点。总体来看,美、英、日、加拿大、澳大利亚等发达国家开发海洋资源历史较早,且凭借其雄厚的科技资金支持,已在世界海洋资源开发领域抢先占据优势地位,尤其在海洋工业、海洋环保、海洋勘探等领域,其拥有的先占优势已对某些临海国家利用海洋资源的公平性造成威胁。我国拥有非常丰富的海洋资源,尽管海洋经济发展较晚,但发展速率非常可观,2012年,全社会海洋生产总值突破5万亿元,已成为名副其实的海洋大国,但是,我国离成为海洋强国仍有一段差距,在海洋经济发展领域中仍然存在着管理落后、污染严重、资源开发过度以及产业布局不合理等诸多问题。 党的十八大报告中明确提出构建“海洋强国”的发展战略,为我国海洋经济发展提出了要求与目标,为此,针对作为我国海洋经济支柱的沿海三大经济区,分析其海洋产业发展中存在的问题,并提出推动其高效发展的有效对策将具有重要的现实意义。本文着眼于海陆系统间的紧密联系,,基于海陆一体化理论、海洋产业与陆域产业耦合理论、产业集聚理论、区域经济增长机制理论等,旨在针对沿海三大经济区分析其海洋产业与区域经济间联动关系的异同之处,通过促进形成三大经济区内部海洋产业与区域经济间高效联动机制创建与运转,以促进我国海洋产业更加快速发展,进而对国民经济产生推动作用,形成相互促进的良性循环机制。本文的创新点主要在于研究角度的选取,首次选取从南至北的环渤海经济区、长三角经济区和珠三角经济区作为对比分析对象,定量揭示三大经济区海洋开发活动与区域经济发展间的联动特征。 在利用贡献度、拉动度、相对增长率等传统的分析因子对海洋产业与区域经济产值之间的关系进行简单揭示的基础上,运用单位根检验、协整检验、格兰杰因果检验、加权最小二乘法、广义差分法等对海洋产业与区域经济产值两个变量构建一元回归模型,并对三大经济区的回归结果进行对比。结果显示,三大沿海经济区海洋经济与区域经济都存在联动关系,区别在于环渤海经济区与长三角经济区中,海洋经济是区域经济的格兰杰原因,而珠三角经济区则相反,呈现区域经济是海洋经济的格兰杰原因。环渤海地区,海洋产业产值每增加1个百分点,区域经济增长0.617704个百分点;长三角地区变量关系同上,海洋产业产值每增长1个百分点,区域经济产值增长0.583177个百分点;珠三角地区则为区域经济总值每增长1个百分点,海洋产业产值增长0.791425个百分点。 沿海三大经济区中的联动关系均只表现为单向的格兰杰因果关系,尚未形成双向联动机制,对资源的利用效率都未达到最优,对影响上述结果的因素进行探讨,主要在于海洋资源与经济发展环境差异、优势海洋产业关联陆域产业差异、海洋产业与区域经济匹配度差异、区域间海洋产业协调度差异。针对此,首先,在区域合作层面,各经济区次区域级地市应加大合作力度,集中资源共同推进基础设施建设,加强区域优势产业互补,联合打造海洋产业园区;其次,在产业发展层面,各经济区应优化海洋产业结构,对战略性新兴产业加大扶持力度,充分利用民营资本,扩充海洋投融资渠道;最后,在海陆一体化层面,应因地制宜制定海陆一体化发展统一规划,支持带动作用明显的海洋产业发展,完善海陆一体化建设的保障措施。
[Abstract]:With the development of land resources and land deepening increasingly serious pollution problems, the development of marine resources in the world gradually occupy an important position in economic production, marine economy has become the focal point of the world a new round of economic competition. Overall, the United States, Britain, Japan, Canada, Australia and other developed countries, the development of marine resources a long history, with its strong technical and financial support, has been in the world in the field of marine resources development to occupy the dominant position, especially in marine industry, marine environmental protection, marine exploration and other fields, it has the first mover advantage has for some coastal countries use the fairness of marine resources threat. China has abundant marine resources although, the development of marine economy in late, but the development speed is very impressive, the whole society in 2012, the total marine production exceeded 5 trillion yuan, has become worthy of the name of the sea However, there is still a gap between our country and ocean power. In the field of marine economic development, there are still many problems, such as backward management, serious pollution, excessive exploitation of resources and irrational industrial layout.
The eighteen Party Congress report clearly put forward the development strategy of construction of "marine power", puts forward the requirements and goals for the development of China's marine economy as a pillar for the marine economy of our country in the three coastal economic zone, analyze the existing problems in the development of marine industry, and this will have important practical significance to promote the effective measures for efficient development. This paper focuses on the close connection between the land system, land sea integration based on the theory of marine industry and land industry coupling theory, the theory of industrial agglomeration, regional economic growth mechanism theory, aimed at the similarities and differences in the three coastal economic zone to analyze the relationship between marine industry and regional economic linkage, through promote the formation of three major economic zones within the marine industry and regional economy, linkage mechanism establishment and operation, in order to promote more rapid development of marine industry in China, and to the national The economic driving force, forming a virtuous cycle of mutual promotion. The main innovation of this paper is from the study perspective, the first selection from the south to the north of the Bohai Sea Economic Zone, the Yangtze River Delta economic zone and the Pearl River Delta Economic Zone as the analysis object, the quantitative characteristics of three major economic zones reveals the linkage of the marine development activity and regional economic development between.
Pull in the use of contribution, and reveals the simple factor analysis was carried out based on the traditional relative growth rate and the relationship between marine industry and regional economic output, using unit root test, cointegration test, Grainger causality test, weighted least square method, generalized difference method to construct a regression model of marine industry and the regional economic output value of the two variables, and the regression results of the three major economic zones were compared. The results show that there are three major coastal economic zone linkage between marine economy and regional economy, the difference lies in the Bohai economic zone and the Yangtze River Delta Economic Zone, marine economy is the Grainger reason of regional economy, and the Pearl River Delta Economic Zone on the contrary, the regional economy is showing Grainger reason of marine economy. The Bohai Sea region, increased by 1 percentage points each marine industry output value, 0.617704 percentage points of regional economic growth in Yangtze River Delta region; On the same time, the output value of marine industry increased by 1 percentage points, and the output value of regional economy increased by 0.583177 percentage points. The Pearl River Delta region increased 1 percentage points of the total economic value of the region and the output value of marine industry increased by 0.791425 percentage points.
The linkage between the three coastal economic zone are exhibited only one-way causal relationship between Grainger, has not yet formed a two-way linkage mechanism, efficiency of resources are not optimal, to explore the factors influencing the results, mainly lies in the development of marine environmental resources and economic differences, advantages of marine industry association between land industry, marine industry regional economic differences and matching degree, coordination degree difference of the regional marine industry. For this, first of all, cooperation at the regional level, the regional level city economic zone should intensify cooperation and focus resources to jointly promote infrastructure construction, strengthen the complementary advantages of regional industry, to create a joint Marine Industrial Park; secondly, in the aspect of industrial development and each economic region should optimize the structure of marine industry, increase efforts to support strategic emerging industries, make full use of private capital, expand financing channels at sea, At the level of integration of sea and land, we should make unified plans for the development of marine and land integration according to local conditions, support the development of marine industry and improve the guarantee measures for the integration of sea and land.
