福建省海洋产业集聚与区域资源环境耦合评价研究

【摘要】：21世纪以来,围绕海洋资源的开发逐渐成为滨海国家抢占未来世界经济发展制高点的机遇,而我国“海洋强国”战略的提出也凸显出大力发展海洋经济的决心。海洋产业集聚发展带来的集聚效益能够有效带动产业发展和区域经济,是海洋产业发展的有效模式,但也具有局限性,其发展同样受到资源环境的制约。唯有综合考虑海洋产业集聚发展与区域资源环境承载力,才能实现海洋事业的可持续发展,实现“海洋强国梦”。福建省作为我国的海洋大省,区位条件优越,海洋资源丰裕,具备巨大的海洋经济发展潜力。在“海洋强国梦”以及海洋生态文明建设背景下,福建省如何实现海洋产业集聚与区域资源环境协调互动发展尤为重要。对国内外相关研究文献进行梳理后,本文首先对涉及的相关概念进行界定,详细探讨海洋产业集聚与资源环境的耦合作用机理;其次分析了区域资源环境下福建省海洋产业集聚的现状;再次,运用灰色关联分析法对海洋产业集聚与资源环境系统的耦合作用进行实证检验;然后,引入耦合发展评判模型,进一步对两系统的耦合协调发展程度进行测定;最后,提出了提升福建省海洋产业集聚与资源环境协调发展的对策建议。本文研究结果表明:福建省海洋产业集聚系统和资源环境系统各因素间的耦合关系在中等相关关系以上,耦合协调类型处于初级协调和中级协调间徘徊,在耦合机制中整体处于中等水平,耦合关系要想向更高的耦合类型跨越,关键在于集聚结构的调整优化。今后,福建省应当通过推动海洋产业集聚升级、建设海洋生态文明等方面的措施,进一步提升两系统间的协调发展水平。
[Abstract]:Since 21th century, the exploitation of marine resources has gradually become an opportunity for coastal countries to seize the commanding point of world economic development in the future. The strategy of "ocean power" in our country also highlights the determination of developing marine economy. The agglomeration benefits brought by the development of marine industry agglomeration can effectively promote industrial development and regional economy. It is an effective mode for the development of marine industry, but also has its limitations, its development is also restricted by the resources and environment. Only the comprehensive consideration of the development of marine industry agglomeration and regional resources and environmental carrying capacity. In order to realize the sustainable development of the marine cause and realize the dream of "ocean power", Fujian Province, as a big marine province in China, has superior location conditions and abundant marine resources. With great potential for marine economic development. In the "dream of ocean power" and the construction of marine ecological civilization background. How to realize the coordinated development of marine industry agglomeration and regional resources and environment in Fujian Province is particularly important. After combing the domestic and foreign related research literature, this paper first defines the related concepts. The coupling mechanism between marine industrial agglomeration and resources and environment is discussed in detail. Secondly, the paper analyzes the current situation of marine industry agglomeration in Fujian Province under the regional resource environment. Thirdly, the coupling effect of marine industry agglomeration and resource environment system is tested by grey relational analysis. Then, the coupling development evaluation model is introduced to measure the coupling and coordination development degree of the two systems. Finally. The countermeasures and suggestions to promote the coordinated development of marine industry agglomeration and resources and environment in Fujian Province are put forward. The coupling relationship between the marine industrial agglomeration system and the resource environment system in Fujian Province is above the middle correlation. The type of coupling coordination is hovering between primary coordination and intermediate coordination, and the whole coupling mechanism is at the middle level. The key of coupling relationship is the adjustment and optimization of agglomeration structure in the future if the coupling relationship wants to leap to a higher coupling type. Fujian Province should promote the marine industry agglomeration and upgrade, build marine ecological civilization and other measures to further enhance the level of coordinated development between the two systems.
