中国海洋产业结构变动对海洋经济增长的影响研究

【摘要】：产业结构变动对经济增长的促进作用已经在经济实践中得到了检验。在现代经济发展中,产业结构和经济发展阶段密切相关,产业结构状况和经济结构状况共同反映一国经济的发展方向和发展水平,制约着经济发展的速度和质量。海洋经济伴随着陆地资源的过度开发而逐步发展起来,海洋产业是人类在海洋资源开发利用过程中发展起来的新生产业,它是与陆地产业相对应的。海洋产业结构是指各海洋产业部门之间的比例构成以及它们之间相互依存、相互制约的关系。随着对海洋资源认识程度的不断深入和对海洋资源开发利用能力的不断提高,海洋产业结构变动在海洋经济发展进而在社会经济发展中所起的作用越来越重要。本文将内陆产业结构变化与经济增长的关系研究运用于海洋产业结构的变化与经济增长的关系研究之中。本文从分析我国海洋经济的发展现状及存在问题入手,以全国十一个沿海省市的海洋产业相关数据作为研究对象,利用豪斯曼检验,最终确定采用固定效应模型进行实证分析,揭示了海洋产业结构变动与经济增长的关系。得出的结论是：海洋产业结构高级化与合理化对海洋经济增长都有正向促进作用,而且海洋产业结构的高级化水平对经济增长的促进作用显著高于合理化水平,但是海洋产业结构的标准化程度与海洋经济增长呈反相关关系,表示我国海洋产业结构与陆地产业结构或者标准产业结构构成比例不尽相同,我国还需要进一步调整优化海洋产业结构,提高高级化和合理化水平。通过对我国海洋产业总体发展现状及区域海洋经济发展现状进行分析,认为目前我国海洋产业存在三次产业结构不尽合理、区域海洋经济发展不平衡的问题,结合实证研究的结论,本文从以下三个方面提出了促进海洋产业结构优化升级的建议：第一,提升海洋第一产业发展质量,合理开发渔业资源；第二,依托高新技术,大力发展海洋第二产业；第三,加快发展海洋第三产业,突出滨海旅游业的支柱地位。
[Abstract]:The role of industrial structure change in promoting economic growth has been tested in economic practice. In modern economic development, industrial structure is closely related to the stage of economic development. The industrial structure and the economic structure reflect the development direction and level of a country's economy, and restrict the speed and quality of the economic development. The marine economy is gradually developing along with the over-exploitation of land resources. The marine industry is a new industry developed by human beings in the process of exploitation and utilization of marine resources, which corresponds to the land industry. The marine industrial structure refers to the proportion composition among the marine industry departments and their interdependence. With the deepening of understanding of marine resources and the continuous improvement of their ability to exploit and utilize marine resources, The change of marine industrial structure plays a more and more important role in the development of marine economy and social economy. In this paper, the relationship between the change of inland industrial structure and economic growth is applied to the study of the relationship between the change of marine industrial structure and economic growth. Taking the relevant data of marine industry in 11 coastal provinces and cities as the research object, and using the Hausmann test, we finally decided to adopt the fixed effect model to carry on the empirical analysis. This paper reveals the relationship between the change of marine industrial structure and economic growth, and draws the conclusion that the advanced and rationalized marine industrial structure has a positive effect on marine economic growth. Moreover, the advanced level of marine industrial structure has significantly higher promoting effect on economic growth than that of rationalization level, but the standardization degree of marine industrial structure is inversely related to marine economic growth. It indicates that the proportion of marine industrial structure is not the same as that of terrestrial industrial structure or standard industrial structure, and that China needs to further adjust and optimize the marine industrial structure and raise the level of upgrading and rationalization. Based on the analysis of the overall development situation of marine industry and the development of regional marine economy in China, it is concluded that there are three unreasonable industrial structure and unbalanced development of regional marine economy in China's marine industry at present. Combined with the conclusion of empirical research, this paper puts forward some suggestions to promote the optimization and upgrading of marine industrial structure from the following three aspects: first, to improve the quality of marine primary industry development, and to develop fishery resources rationally; second, to rely on high and new technology, Third, speed up the development of marine tertiary industry and highlight the pillar position of coastal tourism.
