江苏海洋资源开发的综合效益研究

【摘要】:开发利用海洋资源,可以缓解我国在发展中面临的人口、资源、环境等方面日益严重的压力,带来巨大的经济效益,已成为国民经济的重要增长点。但大规模的海洋开发活动也给沿海地区的生态环境带来了一定的负面影响,开展海洋资源利用的经济-生态-社会综合效益研究,有助于实现可持续的海洋开发与利用。论文在收集江苏沿海开发资料和调查江苏海域开发利用现状的基础上,根据海洋资源开发的特点,筛选评价指标、构建综合效益评价模型,并针对江苏海洋资源开发中4种典型的海洋资源开发方式开展应用性研究,得出的结论主要有:(1)根据不同海洋资源开发方式的特点及对资源环境的影响,构建了海洋资源开发综合效益评价模型,该模型包括经济效益、生态效益和社会效益三类评价要素,共选取了9个评价指标,并给出了各评价指标的计算方法。论文采用层次分析法确定指标权重,采用特尔斐法和极差标准化法对指标进行标准化处理,采用线性加权和法计算用海项目的综合效益指数。(2)根据构建的海洋资源开发综合效益评估模型,选取江苏沿海开发中典型的海上风电、离岸排污、农业围垦和填海造地用海4种开发利用方式,运用上述指标体系和评估模型,得出其综合效益指数分别为0.5359、0.4119、0.4013和0.6402。(3)各海洋资源开发方式的综合效益指数排序为:填海造地(0.6402)电力工业用海(0.5359)排污倾倒用海(0.4119)渔业用海(0.4013),即填海造地用海和电力工业用海的综合效益较高,而排污倾倒用海和渔业用海的综合效益一般。综合效益指数大小在一定程度上可以为区域用海规划提供借鉴,但是不同海洋资源开发方式存在不同的制约发展因素,需根据实际用海情况选定适合海域优先鼓励发展的海洋资源开发方式。本研究构建了海洋资源开发利用的综合效益评价模型,将海洋资源开发的经济效益、生态效益和社会效益纳入评估体系中,根据模型计算结果,定量探讨不同海洋资源开发方式的综合效益,为海洋资源合理开发利用、科学管理与保护提供决策支持,促进海洋经济的可持续发展。
[Abstract]:The exploitation and utilization of marine resources can alleviate the increasing pressure of population, resources and environment in the development of our country, bring huge economic benefits, and have become an important growth point of the national economy. However, the large-scale activities of marine exploitation have also brought some negative effects to the ecological environment of coastal areas. It is helpful to realize the sustainable development and utilization of marine resources by carrying out the research on the comprehensive economic, ecological and social benefits of the utilization of marine resources. On the basis of collecting the data of Jiangsu coastal development and investigating the present situation of the exploitation and utilization of Jiangsu sea area, according to the characteristics of marine resource development, the paper selects the evaluation index and constructs the comprehensive benefit evaluation model. The applied research on the four typical marine resources exploitation methods in Jiangsu Province has been carried out. The main conclusions are as follows: 1) according to the characteristics of different marine resources development modes and their effects on the resources and environment, The comprehensive benefit evaluation model of marine resource development is constructed. The model includes three kinds of evaluation factors: economic benefit, ecological benefit and social benefit. Nine evaluation indexes are selected, and the calculation methods of each evaluation index are given. In this paper, AHP is used to determine the index weight, and Delphi method and range standardization method are used to standardize the index. The comprehensive benefit index of sea project is calculated by linear weighted sum method. According to the comprehensive benefit evaluation model of marine resource development, the typical offshore wind power and offshore emission in Jiangsu coastal development are selected. Agricultural reclamation and reclamation of land by sea, using the above index system and evaluation model, It is concluded that the comprehensive benefit indices are 0.5359U 0.4119U 0.4013 and 0.6402.f3 respectively) the order of the comprehensive benefit indices of each marine resource development mode is: reclamation and land reclamation 0.6402) the electric power industry uses sea water 0.5359) sewage discharge and dumping sea water 0.4119) Fishery use sea water 0.4013, that is to say, reclaimed land for sea and electric engineering. The comprehensive benefit of industrial sea is higher. The comprehensive benefits of sewage dumping and fishery sea are general. To a certain extent, the comprehensive benefit index can be used as a reference for regional sea planning, but there are different factors restricting the development of different marine resources. According to the actual use of the sea, we should select the suitable marine resources development mode which is suitable for the sea area to encourage the development. In this study, the comprehensive benefit evaluation model of marine resources development and utilization is constructed, and the economic, ecological and social benefits of marine resources development are incorporated into the evaluation system, and the results are calculated according to the model. In order to provide decision support for rational exploitation, scientific management and protection of marine resources, and to promote the sustainable development of marine economy, the comprehensive benefits of different modes of marine resources development are discussed quantitatively.
