【摘要】：培育发展海洋战略性新兴产业是我国加快海洋产业结构升级、科学合理开发海洋资源、抢占海洋高新科技竞争制高点的必然选择。然而,由于自然资源禀赋、产业发展结构、经济发展政策、历史文化基础等方面的差异,我国区域产业经济的发展存在着明显的不均衡性,这种不均衡性也同样地体现在海洋战略性新兴产业上。产业区域发展差异性的不断增大和长期存在不仅不利于资源的合理有效配置,同时也会导致产业生产效率偏低。因此,全面、科学、系统地分析研究海洋战略性新兴产业发展的区域差异、生产效率及影响因素,对于提高产业竞争力,促进海洋战略性新兴产业快速协调发展有着极其重要的现实意义。本文旨在结合海洋战略性新兴产业的现状,从定量分析的角度对产业发展的区域差异、生产效率的变化趋势以及影响因素进行研究分析。首先,利用泰尔指数模型对我国三大经济区2001-2010年沿海省市海洋战略性新兴产业发展的总体差异进行测度;然后,通过基于DEA的Malmquist指数方法测算出海洋战略性新兴产业的生产效率及其分解,并利用变异系数和趋同效应指数分析了生产效率的变化趋势;最后,通过面板数据模型对产业发展的影响因素进行计量检验分析,得出各影响因素对沿海省市产业发展的影响程度,进而给出相应的产业发展建议。研究结果发现我国三大经济区的海洋战略性新兴产业目前发展平稳但仍具有明显的差异性,造成总体差异的主要原因来源于区域内各省市的发展不均衡;近十年来我国海洋战略性新兴产业生产效率整体上有所下降,但还是呈现出了良好发展态势,正在经历一个由非成熟阶段向成熟阶段转变的过程;在影响因素方面,固定资产投入、从业人员数量、海洋产业结构、海洋科技水平等因素对于沿海省市海洋战略性新兴产业发展所起到的作用和影响程度并不相同,区域内各省市应根据自身情况采取相应措施以保证海洋战略性新兴产业的快速健康发展,从而实现缩小产业发展的区域差异。
[Abstract]:Cultivating and developing marine strategic emerging industries is the inevitable choice of speeding up the upgrading of marine industrial structure, developing marine resources scientifically and reasonably, and seizing the commanding heights of marine high-tech competition. However, due to the differences in natural resource endowment, industrial development structure, economic development policy, historical and cultural basis, there is an obvious imbalance in the development of regional industrial economy in China. This imbalance is also reflected in the emerging marine strategic industries. The increasing difference and long-term existence of industrial regional development not only is not conducive to the rational and effective allocation of resources, but also leads to the low efficiency of industrial production. Therefore, comprehensive, scientific and systematic analysis and study of regional differences, production efficiency and influencing factors in the development of strategic emerging industries in the ocean will contribute to the improvement of industrial competitiveness. It is of great practical significance to promote the rapid and coordinated development of marine strategic emerging industries. The purpose of this paper is to study and analyze the regional differences of industrial development, the trend of production efficiency and the influencing factors from the perspective of quantitative analysis combined with the present situation of marine strategic emerging industries. First of all, the paper measures the overall difference of the development of marine strategic emerging industries in coastal provinces and cities in the three economic zones of China from 2001 to 2010 by using the Tyr index model. The production efficiency and its decomposition of marine strategic emerging industries are calculated by Malmquist index method based on DEA, and the variation trend of production efficiency is analyzed by using variation coefficient and convergence effect index. Based on the panel data model, the influence factors of industrial development are analyzed, and the influence degree of these factors on the industrial development of coastal provinces and cities is obtained, and the corresponding suggestions for industrial development are given. The results show that the development of marine strategic emerging industries in the three economic zones of China is stable but still has obvious differences. The main reason for the overall difference is the uneven development of provinces and cities in the region. In recent ten years, the production efficiency of China's marine strategic emerging industries has declined, but it is still showing a good development trend, and it is undergoing a process of transition from immature stage to mature stage. Investment in fixed assets, the number of employees, the structure of marine industries, the level of marine science and technology, and other factors have played different roles and influences on the development of strategic emerging marine industries in coastal provinces and cities. The provinces and cities in the region should take corresponding measures according to their own conditions in order to ensure the rapid and healthy development of the strategic emerging industries of the sea so as to reduce the regional differences in the development of the industries.
