青岛倾倒区对海洋生态环境的影响与管理

【摘要】：海洋倾倒是向海洋故意处置废物或其他物质的行为。通过各种交通工具为载体对废弃物进行处理,以及对报废的船只、飞机、平台或其他人造海上结构处理的行为。青岛倾倒区由于青岛胶州湾内沿岸的大规模建设与开发,使海洋倾倒量巨大,同时,因紧邻青岛港主航道、锚地、文昌鱼保护区、养殖和旅游度假区等,所以人们对倾倒行为所产生的一系列影响产生聚焦。目前对海洋倾倒引起的区域生态环境效应的研究开展较少。文章以青岛海洋倾倒区为研究对象,通过分析疏浚物倾倒对青岛海洋倾倒区的生态环境以及社会经济的影响,发现倾废管理中存在的问题,并提出倾倒管理对策,为科学的进行海洋倾废管理提供方式方法。本文以青岛倾倒区的相关基本情况为基础,分析研究了海洋倾倒对生态环境、社会经济等方面的影响,并重点分析了海洋倾倒活动对该倾倒区海域的海洋水环境、沉积物环境、海洋生物、水产养殖等环境敏感区的影响。经综合分析认为,青岛海洋倾倒区使用20多年以来,海洋倾倒对该海域生态环境没有造成重大环境影响或危害,但海洋倾倒对该海域的环境影响也是客观存在和潜在的,倾倒量和倾倒作业方式是倾倒引起的生态环境影响的关键因素,因此,建立一套科学、合理的倾倒管理对策或体系是目前减少倾倒环境影响的急需解决的关键问题。针对海洋倾倒的影响特征和分析结果,对于促进地方经济建设、建设海洋强国具有重要的实际意义,同时研究成果也可以应用于对海洋倾倒区的执法管理和实践中。
[Abstract]:Ocean dumping is the deliberate disposal of waste or other matter to the sea. Disposal of waste through various vehicles and disposal of abandoned vessels, aircraft, platforms or other man-made offshore structures. Qingdao dumping area is due to large-scale construction and development along the coast of Jiaozhou Bay in Qingdao, At the same time, because of the adjacent main channel of Qingdao Port, Anchorage, amphioxus protected area, culture and tourist resorts, etc. Therefore, people focus on a series of effects caused by dumping behavior. At present, there are few studies on the regional ecological environmental effects caused by ocean dumping. This paper takes Qingdao marine dumping area as the research object, through analyzing the influence of dredged dumping on the ecological environment and social economy of Qingdao marine dumping area, finds out the existing problems in dumping waste management, and puts forward the dumping management countermeasures. This paper, based on the basic situation of Qingdao dumping area, analyzes and studies the impact of ocean dumping on ecological environment, social economy and so on. The effects of ocean dumping activities on the marine water environment, sediment environment, marine life, aquaculture and other environmental sensitive areas in the sea area of the dumping area are analyzed. It is concluded that the Qingdao marine dumping area has been used for more than 20 years. Ocean dumping does not cause significant environmental impact or harm to the ecological environment of the sea area, but the environmental impact of ocean dumping on the sea area is also objective and potential. The volume of dumping and the mode of dumping operations are key factors in the ecological and environmental impact of dumping. Therefore, a set of science should be established. A rational dumping management strategy or system is a key problem that needs to be solved urgently to reduce the environmental impact of dumping. In view of the characteristics of ocean dumping and the results of analysis, it is of great importance to promote local economic construction. It is of great practical significance to build a powerful marine country, and the research results can also be applied to the law enforcement management and practice of marine dumping areas.
