辽宁沿海经济带主体功能区划分研究

【摘要】：在科学发展观理论和可持续发展观的指导下，国家“十一五”规划纲要提出了各地区要根据资源环境承载力、现有开发密度和开发潜力，用来统筹考虑未来我国人口、经济布局、国土利用和城市化格局，划分为优化开发、重点开发、限制开发和禁止开发四类主体功能区。针对这一观点的提出，政府部门及学术界开展了理论、方法及实践等相关研究，并且也取得一定的研究成果。但学者对主体功能区的研究层面大多数局限在国家和省级上，对经济与城市密集区的主体功能区划研究相对比较少。辽宁沿海经济带作为环渤海经济圈的一部分，属于国家层面上的优化开发区，承担着重要的经济任务。但随着工业化和城市化的不断发展，区域空间开发问题也日益突出，例如地域的无序开发、市场割据等带来的恶性竞争，经济开发过程中资源环境与经济发展之间的矛盾。另外，辽宁沿海经济带区域内部也存在着经济差异，不能单一的对该区域进行规划，要按照各个地区的实际来分别规划。本文在借鉴国内外相关理论研究的基础上，分析和研究了辽宁沿海经济带的自然资源环境、人口分布以及经济发展状况，以辽宁沿海经济带24个县以及市辖区为基本空间单元，，根据资源环境承载力、现有开发密度和开发潜力这三项因素来建立评价指标体系，其中指标层包括11个具体指标。在研究过程中本文运用层次分析法来确定各指标的权重，运用SPSS中的系统聚类方法以及结合三维魔方图方法，划分出4种主体功能区的县市范围，形成辽宁沿海经济带的主体功能区格局。最后又针对四类功能区提出了相关对策建议。辽宁沿海经济带的主体功能区划分结果表明优化开发区包括大连市辖区、营口市辖区、锦州市辖区。重点开发区包括大石桥市、凤城市、兴城市、建昌县、绥中县、大洼县、丹东市辖区。限制开发区包括葫芦岛市辖区、盘锦市辖区、普兰店市、瓦房店市、庄河市、长海县、盖州市、东港市、盘山县、凌海市、北镇市、黑山县、义县。禁止开发区包括宽甸满族自治县及各地的国家级省级保护区。在划分结果中，重点开发区和限制开发区的数量比较多，这与国家层面上将辽宁沿海经济带划分为优化开发区有些不符，说明地区经济差异还是比较明显，以后要加强各类功能区建设，促进整个经济带和谐共同发展。作为国家优化开发区的一份子，带动全国的经济发展。
[Abstract]:Under the guidance of the theory of scientific development and the concept of sustainable development, the national "11th Five-Year Plan" proposed that all regions should take into account the future population of our country according to the carrying capacity of resources and environment, the existing development density and the potential of development. The economic layout, land use and urbanization pattern are divided into four main functional areas: optimized development, key development, restricted development and forbidden development. In view of this point of view, the government and academic circles have carried out relevant research, such as theory, method and practice, and have also obtained certain research results. However, most of the scholars' researches on the main functional areas are limited to the national and provincial level, and the researches on the main function zoning of the economic and urban concentrated areas are relatively few. Liaoning coastal economic zone, as a part of Bohai economic circle, belongs to the optimized development zone at the national level and undertakes important economic tasks. However, with the continuous development of industrialization and urbanization, the problems of regional spatial development are becoming increasingly prominent, such as the disorderly development of the region, the vicious competition brought by market separation, and the contradiction between resources, environment and economic development in the process of economic development. In addition, there are economic differences within the coastal economic belt of Liaoning province, which can not be planned in a single way, but should be planned separately according to the actual situation of each region. Based on the domestic and foreign relevant theoretical research, this paper analyzes and studies the natural resource environment, population distribution and economic development of Liaoning coastal economic belt, taking 24 counties and municipal districts of Liaoning coastal economic belt as the basic spatial unit. According to the three factors of carrying capacity of resources and environment, current development density and exploitation potential, the evaluation index system is established, in which the index layer includes 11 concrete indexes. In the course of the research, this paper uses the analytic hierarchy process to determine the weight of each index, uses the systematic clustering method in SPSS and the method of three-dimensional magic cube to divide the county and city scope of four main function areas. Liaoning coastal economic belt formation of the main function of the pattern. Finally, the paper puts forward the relevant countermeasures and suggestions for the four functional areas. The main functional areas of Liaoning coastal economic belt are divided into three parts: Dalian, Yingkou and Jinzhou. Key development zones include Dashiqiao City, Fengcheng City, Xingcheng City, Jianchang County, Suizhong County, Dawa County, Dandong City District. Restricted development zones include Huludao City District, Panjin City District, Plandian City, Wafangdian City, Zhuanghe City, Changhai County, Gaizhou City, Donggang City, Panshan County, Linghai City, Beizhen City, Heshan County, Yixian County. The development zone includes Kuandian Manchu Autonomous County and all state-level provincial reserves. In the division results, the number of key and restricted development zones is relatively large, which is inconsistent with the national division of the Liaoning coastal economic belt into optimized development zones, indicating that the regional economic differences are still quite obvious. In the future, we should strengthen the construction of various functional zones and promote the harmonious and common development of the entire economic belt. As a member of the national optimization development zone, drive the national economic development.
