BT模式在围海造陆工程中的应用研究

【摘要】:围海造陆是近几年滨海新区的重点项目,主要分布在天津滨海旅游区区域、天津东疆港区域、临港工业区、南港工业区等几个功能区,各个项目并不是盲目上马的,而是通过了专家的研究和论证,出具了相应的工程可行性研究报告、经济可行性研究报告、环境影响评价等依据,结合各区域的特点进行了周密的城市规划,如临港、南港主要以工业用地为主,东疆港主要以港口商贸的商业用地为主,旅游区以旅游服务业为主。围海造陆的发展前景是良好的,但也不能盲目的发展,必须通过严谨的科学论证,结合区域发展的需要、结合经济发展的需要还有结合环境承受能力后综合考虑。 本文介绍了位于天津滨海旅游区内一项利用建设委托模式(BT模式)建设的围海造陆项目,此项目是在沿海地区和滩涂上进行从无到有造陆建设,也对BT模式在工程中的应用和历史沿革进行了介绍;在开展如此规模巨大的工程前,对其他区域的经济、文化和经验进行了调研,出具了工程可行性和经济环境可行性研究的报告,报告中做出了对此项工程进行建设的肯定意见;在施工建设中采用了围堤隔埝、吹填、真空预压和软基处理,从而达到地面荷载指标完成竣工验收,本文对工程建设过程中的工程管理进行了介绍,主要是从工程的现场管理、安全管理、竣工验收后的结算业务进行了描述;其后对工程承办的核算进行了叙述,并对工程成本和工程建设项目验收后的各项成本进行了分析和展开的研究;根据本项工程为BT模式兴建的项目,从传统模式与BT模式的优缺点切入对项目建设的建安成本、时效性、财务管理费用和管理费用等方面进行了深入的比较;在工程建设竣工验收后,BT模式的特点为由业主单位对项目进行回购,本文中按照政府回购和企业回购的实际情况列举了一些操作的方式。并对未来BT模式的发展提出了设想。
[Abstract]:Land reclamation is a key project in Binhai New area in recent years. It is mainly distributed in Tianjin Binhai tourist area, Tianjin Dongjiang Port area, Lingang Industrial Zone, Nangang Industrial Zone and other functional areas. Instead, through the expert's research and demonstration, the corresponding engineering feasibility study report, the economic feasibility study report, the environmental impact assessment and so on are issued, and the detailed urban planning is carried out according to the characteristics of each region, such as port, Nangang is mainly industrial land, Dongjiang port is mainly commercial land for port trade, and tourism area is tourism service industry. The development prospect of land reclamation is good, but it can not be blindly developed. It must be considered comprehensively through rigorous scientific argumentation, the needs of regional development, the needs of economic development and the capacity of environment. This paper introduces a land reclamation project based on BT model in Tianjin coastal tourist area, which is built from nothing to land in coastal areas and beaches. The application and history of BT model in engineering are also introduced. Before carrying out the project of such a large scale, we investigated the economy, culture and experience of other regions, and issued a report on the feasibility study of engineering and economic environment. The report made positive opinions on the construction of this project. In the construction of the dam, fill, vacuum preloading and soft foundation treatment are adopted, so as to complete the completion and acceptance of the ground load index. This paper introduces the engineering management in the construction process, mainly from the site management of the project. Safety management, the settlement business after completion and acceptance are described; After that, the accounting of engineering undertaking is described, and the project cost and the cost after acceptance of construction project are analyzed and studied. According to the project which is built for BT mode, from the advantages and disadvantages of traditional mode and BT mode, the paper makes a deep comparison on the construction cost, timeliness, financial management cost and management cost of the project construction. After the completion and acceptance of the project, the characteristic of BT mode is that the project is repurchased by the owner unit. According to the actual situation of government repurchase and enterprise repurchase, some operation methods are listed in this paper. The future development of BT mode is also proposed.
