我国区域海洋经济竞争力与效率的协调性研究

【摘要】：改革开放以来,随着人们对海洋经济发展重要性认识的不断深化,海洋资源得到快速开发利用,海洋经济已然成为国民经济新的增长点。2008年我国首次发布海洋领域总体规划,海洋事业进入了加快发展阶段。沿海区域的11省市区纷纷推出建设“海洋经济强省”的重要战略措施,以加大海洋资源的开发力度,积极构建海洋经济体系,海洋经济发展正如火如荼地开展起来了。但目前该区域海洋经济的发展主要还是依靠对海洋资源和生态环境的“透支”实现的,属于典型的资源密集型经济,区域海洋经济竞争力与海洋经济效率没有实现同步提高。在追求经济可持续发展的今天,沿海地区加大力度开发利用海洋资源,促进地区海洋经济的快速发展的同时,应该高度重视海洋经济发展效率问题,从而实现海洋经济竞争力与效率的协调发展。基于此,本文首先对我国区域海洋经济发展基础与现状进行了分析描述,以期掌握区域海洋经济的整体发展状况,然后采用主成分、聚类分析和DEA方法分别对海洋经济竞争力和效率进行了综合测评,进而结合竞争力与效率的测评结果,构建了竞争力与效率的二维矩阵图,研究了竞争力与效率的协调性,详细分析了这些区域海洋经济竞争力与效率的协调性,进一步提出提升区域海洋经济绩效协调性的路径选择和战略措施。通过对沿海地区海洋经济竞争力与效率协调性研究发现,处于C区域的上海、天津、山东三地区海洋经济竞争力与效率实现了协调发展,属于竞争力较强且效率较高的地区；处于A区域的浙江、辽宁、海南、河北、广西五个地区竞争力与效率虽然也实现了协调发展,但属于竞争力相对较弱且效率较低的地区；处于D区域的江苏、福建属于效率较高,但竞争力相对较弱的地区；处于B区域的广东竞争力水平在全国排名第二位,但效率很低,B、D区域的竞争力与效率没有实现协调发展进而提出以下提升路径,广东、江苏、福建可以采取单边突破式提升路径；辽宁、浙江可采取由A→C的跳跃式提升路径；海南、河北、广西可采取扬优补劣渐进式的提升路径。
[Abstract]:Since the reform and opening up, with the deepening of people's understanding of the importance of marine economic development, marine resources have been rapidly exploited and utilized, and the marine economy has become a new growth point of the national economy. In 2008, China first issued a master plan for the marine field. The marine industry has entered an accelerated stage of development. In order to strengthen the exploitation of marine resources and actively construct the marine economic system, the 11 provinces and municipalities in coastal areas have put forward the important strategic measures to build "strong marine economy province", and the development of marine economy has been carried out in full swing. However, at present, the development of marine economy in this region mainly depends on the "overdraft" of marine resources and ecological environment. It belongs to the typical resource-intensive economy, and the competitiveness of regional marine economy and the efficiency of marine economy have not been improved synchronously. Today, while pursuing sustainable economic development, coastal areas should strengthen the exploitation and utilization of marine resources and promote the rapid development of regional marine economy, while paying great attention to the efficiency of marine economic development. So as to realize the coordinated development of the competitiveness and efficiency of marine economy. Based on this, this paper firstly analyses and describes the development foundation and current situation of regional marine economy in China, in order to master the overall development of regional marine economy, and then adopt the principal component. Cluster analysis and DEA method are used to evaluate the competitiveness and efficiency of marine economy, and then combined with the results of competitiveness and efficiency, the two-dimensional matrix diagram of competitiveness and efficiency is constructed, and the coordination between competitiveness and efficiency is studied. The coordination of the competitiveness and efficiency of these regional marine economy is analyzed in detail, and the path selection and strategic measures to improve the coordination of regional marine economic performance are put forward. Through the study on the coordination of the competitiveness and efficiency of marine economy in coastal areas, it is found that the competitiveness and efficiency of marine economy in Shanghai, Tianjin and Shandong are developed harmoniously, belonging to the regions with strong competitiveness and high efficiency. The competitiveness and efficiency of Zhejiang, Liaoning, Hainan, Hebei and Guangxi regions, which are located in region A, are relatively weak and inefficient, although they have achieved coordinated development. In Jiangsu, which is in D region, Fujian belongs to the region with higher efficiency but weaker competitiveness. Guangdong's competitiveness level in region B ranks second in the country, but its efficiency is very low. The competitiveness and efficiency of region B and D have not achieved coordinated development and thus put forward the following path of improvement: Guangdong, Jiangsu, Fujian can take a one-sided breakthrough way of upgrading; Liaoning, Zhejiang and Hainan, Hebei and Guangxi can take the step-by-step way of upgrading by A C, and Hainan, Hebei and Guangxi can take the step-by-step approach of promoting excellence and complementing inferior quality.
