沧电浓海水综合利用项目经济与社会效益评价研究

【摘要】:近年来,许多大规模的海水淡化工程陆续建成投产,其废弃的大量高浓度海水往往最终排入大海,不仅造成了有限资源的浪费,还会对海洋生态环境有一定影响。因此,,对海水淡化副产的浓海水进行化学资源的综合利用是十分必要的。沧电是我国较早使用海水淡化发电的大型发电企业,本文以其浓海水综合利用项目为研究对象,试图对该类新兴项目产品的市场需求、项目的经济性和社会效益进行全面研究,为该类项目投资决策提供理论方法和实际依据。 本文通过对国内外相关工程项目技术分析以及经济和社会效益评价文献资料进行分析研究,结合国华沧电浓海水综合利用项目的特点,在对该项目产品氯化钾、溴素、液体盐、海水镁砂(氧化镁)四种产品的市场需求与竞争力进行分析的基础上,从工艺技术、生产设备等方面对项目工程建设方案的技术性进行了详细分析;随后对浓海水提取氯化钾、溴素、液态盐和海水镁砂四个子项目进行了财务评价和抗风险能力分析,得出了暂缓浓海水提取液态盐和海水镁砂的项目,选取浓海水提取氯化钾和溴素两个子项目进行组合投资的方案,并对组合投资项目进行了财务评价和抗风险能力分析,结果表明该投资组合可以取得良好的经济效果。最后,建立了项目社会影响评价指标体系,采用基于层次分析法的模糊综合评价方法对该项目的社会效益进行了评价。 通过对浓海水综合利用项目从技术、经济和社会三个角度进行技术经济评价研究,得出以浓海水为原料提取氯化钾、溴素的项目无论从技术的先进性和可行性、项目的经济性,还是从项目的社会效益来看,都具有很强的可实施性。为项目投资者做出正确的投资决策提供科学地依据。
[Abstract]:In recent years, many large-scale desalination projects have been completed and put into operation one after another. A large amount of abandoned high-concentration seawater is often discharged into the sea, which not only results in the waste of limited resources, but also has a certain impact on the marine ecological environment. Therefore, it is necessary to make comprehensive use of the chemical resources of by-product concentrated seawater from desalination. Cang Power is a large-scale power generation enterprise which used seawater desalination earlier in our country. This paper takes its concentrated seawater comprehensive utilization project as the research object, and tries to make a comprehensive study on the market demand, the economic and social benefits of this kind of emerging project products, and the economic and social benefits of the project. It provides the theoretical method and practical basis for the investment decision of this kind of project. Based on the technical analysis and economic and social benefit evaluation of relevant engineering projects at home and abroad, combined with the characteristics of Guohuacang Electric concentrated seawater Comprehensive Utilization Project, this paper is concerned with the production of potassium chloride, bromine, liquid salt, and so on. Based on the analysis of the market demand and competitiveness of the four kinds of products, the technology of the project construction scheme is analyzed in detail from the aspects of process technology, production equipment and so on. Then, four sub-projects of extracting potassium chloride, bromine, liquid salt and seawater magnesite from concentrated sea water were evaluated financially and the risk-resisting ability was analyzed, and the project of suspending the extraction of liquid salt and seawater magnesite from concentrated sea water was obtained. Two sub-projects of extracting potassium chloride and bromine from concentrated seawater are selected for portfolio investment. The financial evaluation and risk resistance analysis of portfolio investment projects are carried out. The results show that the portfolio can achieve good economic results. Finally, the social impact evaluation index system of the project is established, and the social benefit of the project is evaluated by the fuzzy comprehensive evaluation method based on the analytic hierarchy process (AHP). Through the technical, economic and social evaluation of the project of comprehensive utilization of concentrated sea water, it is concluded that the project of extracting potassium chloride with concentrated sea water as raw material, the project of bromine no matter from the advanced nature and feasibility of technology, and the economy of the project, Or from the social benefits of the project, both have a strong enforceability. To provide a scientific basis for project investors to make correct investment decisions.
