环境约束下海洋经济全要素生产率研究
[Abstract]:Since the new century, the development of the marine economy and the contribution of the marine economy to the national economy and the social development are becoming more and more prominent. However, in the process of growth, the marine economy can not only pay attention to the development of the "amount", but the increase of the "quality" that is ignored, the "quality" refers to the total factor productivity of the marine economy, so the study of the full element rate of the marine economy will help to improve the performance of the marine economic growth. The present study on the total factor productivity of the marine economy is less, the angle of the analysis is single, the empirical method is backward, and the more and more serious environmental problems are ignored in the economic growth of the ocean. Therefore, it is very important to measure and analyze the total factor productivity of the marine economy under the framework of environmental constraints. In this paper, the environmental factors are integrated into the whole-factor productivity measurement framework of the marine economy through the construction of the comprehensive index of the marine environment in all provinces of the coastal area. Then, based on the SBM directional distance function and the analysis framework of the Luenberger productivity index, the efficiency of the marine economy and the total factor productivity of the marine economy under the environment constraint are calculated and decomposed, and the convergence of the total element productivity of the marine economy under the environmental constraint is discussed. The factors that affect the productivity of the marine economy and the countermeasures to improve the total factor productivity of the marine economy. The research work and main contributions of this paper mainly focus on the following aspects: First, by constructing the comprehensive index of the marine environment in all provinces of the coastal area, the environmental factors are included in the analysis box of the total factor productivity of the marine economy In this paper, based on the SBM directional distance function, whether the environmental factors are considered or not is calculated, and the marine economic and technical efficiency of China's coastal provinces and the three regions is calculated according to the SBM directional distance function. The results show that the average value of the technological efficiency of the marine economy under the environmental constraint is slightly higher than that of the environment. The value of this is consistent with the overall trend of the marine environment in China in recent years. In the view of the non-efficiency value decomposition of the marine economic technology, the lack of the marine output is the most inefficient cause of the marine economic technology, and the redundancy rate of the investment in the marine capital has the lowest contribution to the efficiency of the marine economic technology, and the redundancy rate of the investment in the marine labor is less than that of the marine economic technology. Second, based on the estimation of the total factor productivity of the marine economy based on the Luenberger productivity index, the average value of the growth rate of all-factor productivity of the marine economy, regardless of the environmental constraints, is negative, that is, in the study period, the total element productivity of the marine economy is lower As a result of the decomposition of the total element productivity of the marine economy, the retreat of the marine technology is the main cause of the decline of the total factor productivity of the marine economy in that view of the decomposition of the total element productivity of the marine economy, the lack of marine output is the main cause of the decline in total element productivity of the marine economy In that third part, the convergence of the full-factor productivity of the marine economy under the environmental constraint has found that there is no convergence of the efficiency of the marine economy and the total element productivity of the marine economy, but there is absolute convergence and convergence. The dynamic analysis of the distribution of the efficiency of the marine economy under the constraints of the environment has found that most of the years show the distribution state of the "unimodal" and show The distribution of the total factor productivity of the marine economy under the constraints of the environment has been analyzed and found, and the distribution state from the "double-peak" to the "unimodal" to the "double-peak" in the whole study period and also appears The fourth, in the empirical test of the influence factors of the total factor productivity of the marine economy under the environment constraint, the main factors such as the marine human capital, the marine industrial structure, the marine material capital factor and the ocean RD investment are selected as the influence factors to carry out the panel data The results of the test show that the marine human capital and the marine industrial structure have a significant effect on the efficiency of the marine green technology and the productivity of the marine green all-factor, and the influence of the marine material capital factors on the marine environment has a significant negative correlation, and the ocean RD is put into the sea The efficiency of the green technology of the ocean, the total element productivity of the marine green and its composition have a positive effect, and the efficiency of the marine economic technology is improved. The present study provides a theoretical method and an analysis framework for the study of the whole-factor productivity of the marine economy under the restriction of the quantitative analysis environment, which is helpful to the more accurate assessment of the economic growth of the marine economy in China, and to promote the environmental protection of the marine sector in China. the high economic growth of the ocean
