危化品企业应急救援互助联动机制研究

【摘要】:危化品固有的各种危险性质导致危化品企业在生产活动中一旦发生安全事故,往往会带来灾难性的后果,在造成人员伤亡、财产损失及环境污染的同时,还伴随着极为恶劣的社会影响。事故发生后,开展高效的应急救援是控制事故严重程度、减灾止损的关键。而危化品企业往往受各方面因素制约,在获取应急资源的广泛性和充足性上存在不足,削弱了应急救援的效率和效果。针对这一问题,本文以开展危化品企业在应急救援方面的互助联动为切入点,通过构建危化品企业应急救援互助联动机制和建立互助联动平台两方面,促进应急资源在区域企业内的共享和流转,破除传统应急管理模式在资源获取上的瓶颈,提高救援效率,降低危化品事故的危害。围绕以上要点,本文主要开展了如下研究:首先,详细调研了中国石油、中国石化、中国海油三家大型国企应急管理的现状,特别是在应急资源储备和应急救援区域联防联动机制建设方面所做的工作,为后文构建应急救援互助联动机制和危化品企业应急救援互助联动平台打下基础。其次,分析并构建了危化品企业应急救援互助联动机制,包含企业应遵循的互助联动原则、互助联动流程、联防区划分、管理组织结构及职责、各参与企业职责、经费保障与资源调用补偿原则等诸多内容,形成了一套普适性的、可在区域危化品企业内应用的互助联动机制。再次,根据前期调研的经验,以应急救援队伍、应急救援装备和应急救援物资三个方面做为主轴,以实现应急救援相关信息的数字化管理为目的,对应急救援涉及的各类物资进行了科学详细的分类,设计了专门的数据表对其加以储存,并将各类应急资源与隶属企业信息、所在地等进行关联,为实现应急救援资源的数字化管理与快速查询打下基础。最后,设计开发了危化品企业应急救援互助联动平台,实现了应急救援物资及互助联动信息的数字化管理,包含应急资源管理、区域联防、基础信息管理和系统管理等功能模块,具有应急资源管理,应急资源、技术专家、组织机构查询,突发事件上报、事件管理、应急资源补偿等诸多功能,能够有效实现区域内应急救援物资的快速查询、锁定和调拨,提高了危化品应急互助救援效率。
[Abstract]:All kinds of dangerous properties of dangerous chemicals lead to the disastrous consequences once safety accidents occur in the production activities of dangerous chemicals enterprises, which result in casualties, property losses and environmental pollution at the same time.It was accompanied by extremely bad social effects.After the accident, it is the key to control the severity of the accident and reduce the loss.However, the enterprises of dangerous chemicals are often restricted by various factors, and there are shortcomings in obtaining the universality and adequacy of emergency resources, which weakens the efficiency and effect of emergency rescue.In order to solve this problem, this paper starts with the mutual aid and rescue of dangerous chemicals enterprises, and establishes the mutual aid mechanism and platform of emergency rescue in dangerous chemicals enterprises.To promote the sharing and circulation of emergency resources in regional enterprises, to break the bottleneck of traditional emergency management mode in obtaining resources, to improve the rescue efficiency and to reduce the harm of dangerous chemicals accidents.Around the above key points, this paper mainly carried out the following research: first, the current situation of emergency management of three large state-owned enterprises, PetroChina, Sinopec and China Sea Oil, has been investigated in detail.Especially in the emergency resources reserve and emergency rescue regional joint defense mechanism construction work, for later construction of emergency rescue mutual help mechanism and dangerous chemicals enterprises emergency rescue cooperation platform lay the foundation.Secondly, this paper analyzes and constructs the mechanism of emergency rescue and mutual aid linkage, which includes the mutual aid and linkage principle, the mutual aid linkage process, the division of joint defense zone, the management organization structure and responsibility, and the responsibility of each participating enterprise.The principles of fund guarantee and resource transfer compensation have formed a set of universal mutual aid linkage mechanism which can be applied in regional dangerous chemicals enterprises.Thirdly, according to the previous research experience, taking emergency rescue team, emergency rescue equipment and emergency relief materials as the main axis, to achieve the digital management of emergency rescue related information.All kinds of materials involved in emergency rescue are classified scientifically and in detail, special data tables are designed to store them, and all kinds of emergency resources are related to the information of affiliated enterprises, location, etc.It lays a foundation for the realization of digital management and fast inquiry of emergency rescue resources.Finally, the design and development of the emergency rescue cooperation platform for dangerous chemicals enterprises, realizing the digital management of emergency relief materials and mutual information, including emergency resource management, regional joint defense,The functional modules of basic information management and system management have many functions such as emergency resource management, emergency resource management, technical experts, organization inquiry, emergency incident reporting, event management, emergency resource compensation, etc.It can effectively realize the quick inquiry, lock and allocation of emergency relief materials in the region, and improve the efficiency of emergency rescue of dangerous chemicals.
