金属非金属矿山选矿厂安全生产标准化研究

【摘要】:选矿厂作为矿山生产的一个重要环节,由于其选厂规模不断扩大,设备的大型化,工艺流程选冶联合等特点导致其成为矿山安全事故的多发点之一。近年来,选矿厂的发展趋势逐渐呈现设备能量低能化,设备规格大型化,生产过程自动化等特点,但由于行业的特殊性,机械伤害、车辆伤害、粉尘危害等等不利于安全生产的因素总是存在于选厂各个生产工艺流程中。另外,我国选矿厂类型多样包括重力选矿法;磁力选矿法;浮游选矿法等,因此,有必要针对选矿厂寻找出最实用的安全生产标准化模型。所谓安全生产标准化,指的是制定安全责任制度,通过执行一系列操作规程对生产过程中潜在的安全隐患进行逐一排查,实现对重大危险源的监控,构建科学的预防制度,对生产行为进行规范化,确保所有的生产环节都可以在相关法律法规中按部就班的进行,工作人员、设备机器、生产环境确保完好无损,加大力度规范安全生产行为。有条不紊的规范各项工作,达到了管理和技术的有机结合,取得丰厚的经济收入,生产秩序也得以维持。未来安管以及安全管理的发展方向必然是安全生产实现标准化。针对选矿厂,实行安全生产标准化充分落实了胡主席提出的科学发展观,同时还秉承着安全摆在第一位的生产原则,通过预防机制,治理实现综合化。此外,从科学以及法制的角度,系统的开展选矿厂的安全生产工作,加大力度管理风险,控制各个生产环节,实时改进绩效管理体制顺应安全管理要求,切实提高管理安全生产能力,避免安全事故的发生。所以非常有必要研究选矿厂的安全标准。本文首先是调查收集相关资料,总结了相关信息,研究了安全生产标准化结构,根据选矿厂实际情况,构建符合采矿厂安全生产标准的一套规范制度。在选矿厂的管理规定下,结合生产特征,对安全生产实现标准化制定了十一个规范要素。且在选矿行业有关规定下,再次实现对十一个要素进行的分级,明确的构建了一套含有11个一级要素,43个二级要素的安全标准化体系。
[Abstract]:As an important link in mine production, concentrator has become one of the most frequent safety accidents in mines in recent years because of its expanding scale, large-scale equipment, combined process selection and metallurgy, etc. The development trend of the concentrator is characterized by low energy of equipment, large-scale equipment specification, automation of production process, etc., but due to the particularity of the industry, mechanical injury, vehicle injury, etc. The factors that are harmful to safe production, such as dust hazard, always exist in the various production processes of the concentrator. In addition, there are various types of concentrators in China, including gravity dressing, magnetic dressing, flotation processing, etc., so, It is necessary to find out the most practical safety production standardization model for the concentrator. The so-called safety production standardization refers to the establishment of a safety responsibility system. By carrying out a series of operational regulations to investigate the potential safety hidden dangers in the production process one by one, the monitoring of major hazard sources is realized, the scientific prevention system is constructed, and the production behavior is standardized. To ensure that all production links can be carried out step by step in the relevant laws and regulations, staff, equipment, machinery, production environment to ensure integrity, increase efforts to standardize production safety behavior. It has achieved the organic combination of management and technology, obtained rich economic income, and maintained the production order. In the future, the development direction of safety management and safety management must be the standardization of production safety. The implementation of the standardization of production safety has fully implemented the scientific development concept put forward by President Hu, while adhering to the production principle of putting safety first, through prevention mechanisms, to achieve integration. In addition, from the perspective of science and the legal system, The system carries out the safe production work of the concentrator, increases the strength to manage the risk, controls each production link, improves the performance management system in real time to conform to the safety management request, enhances the management safety production capacity earnestly, To avoid the occurrence of safety accidents, it is very necessary to study the safety standards of concentrators. First of all, this paper investigates and collects relevant information, summarizes relevant information, studies the standardized structure of production safety, and according to the actual conditions of concentrators, Under the management regulations of the concentrator and the characteristics of production, eleven normative elements are established for the standardization of production safety, and under the relevant regulations of the mineral dressing industry, a set of standard system is set up in accordance with the safety production standards of the mining plant, and under the relevant regulations of the mineral processing industry, Once again, the classification of 11 elements is realized, and a set of safety standardization system with 11 primary elements and 43 secondary elements is clearly constructed.
