北辛窑煤矿矿井建设期间安全风险管理研究

【摘要】:矿井建设的安全工作是煤矿管理实践中的重要构成部分,是煤矿安全生产运营过程中的前提条件和基本保证,是煤矿正常运行的有力保障。针对我国煤矿安全事故频发的现状,特别是煤矿建井期间,由于其具有特殊性、复杂性、不可预见性和多专业交叉作业等特点,施工条件恶劣,必要的各大系统尚未形成,人员配置不是很足,组织机构不太完善等,与正常生产矿井相比,存在较多的不安全因数,且许多突出问题无法避免,只有从矿井建设的源头抓起,树立安全管理意识,才能切实提高我国煤矿运营管理安全水平。基于此背景,本文以北辛窑煤矿矿井建设项目为例,以塔山煤矿为类比对象,综合采用多种分析法,识别出该项目的有害因素,对这些因素进行危险和有害程度分析,把危险、有害因素分为瓦斯、煤尘、火灾、水害、矿井顶底板事故、爆炸材料、机械设备、电气、卫生、保健与健康监护等若干个评价单元,对每个单元分别进行安全评价。全面地对矿井的危险和有害程度进行了详细的分析,并对该项目针对煤矿矿井建设期间的瓦斯防治单元安全、防尘系统安全、防灭火系统安全、防水系统安全、爆炸材料存储、运输、使用单元安全、矿井提升、运输系统危险、压气及输送单元安全、电气单元安全和卫生、保健与健康监护单元安全等的评价提出了若干建议,根据这些评价制定了安全管理的对策,通过这些对策的实施,显著提高了北辛窑煤矿矿井建设期间的安全管理水平,从而为矿井施工设计和生产安全管理提供参考。
[Abstract]:The safety work of mine construction is an important part of coal mine management practice, a prerequisite and basic guarantee in the process of coal mine safety production operation, and a powerful guarantee for the normal operation of coal mines. In view of the present situation of frequent coal mine safety accidents in China, the safety work of mine construction is an important part of the practice of coal mine management. Especially during the period of coal mine construction, due to its particularity, complexity, unpredictability and multi-specialty cross operation, the construction conditions are poor, the necessary major systems have not been formed, and the staffing is not sufficient. Organization is not perfect, compared with normal production mine, there are more unsafe factors, and many prominent problems can not be avoided, only from the source of mine construction, establish a sense of safety management, In order to improve the safety level of coal mine operation and management in China, based on this background, this paper takes Xinyao coal mine construction project in the north of Xinyao coal mine as an example, taking Tashan coal mine as an analogy object, and synthetically adopts many kinds of analysis methods to identify the harmful factors of the project. The hazard and harmful degree of these factors are analyzed, the dangerous and harmful factors are divided into gas, coal dust, fire, water disaster, mine roof and bottom plate accident, explosive material, mechanical equipment, electrical, sanitary, A number of evaluation units, such as health care and health monitoring, have been evaluated for each unit in safety. A detailed analysis of the hazards and harmful extent of mines has been carried out in a comprehensive manner. The project aims at the safety of gas prevention unit, dust prevention system, fire prevention system, waterproof system, explosive material storage, transportation, use unit safety, mine hoisting and transportation system danger during coal mine construction. The safety evaluation of air pressure and transport unit, electrical unit safety and hygiene, health care and health monitoring unit safety and so on are put forward. According to these evaluation, the countermeasures of safety management are made, and through the implementation of these countermeasures, The level of safety management during the construction of Beixinyao coal mine is improved significantly, which provides a reference for mine construction design and production safety management.
