我国煤矿安全内部监管有效性研究

【摘要】:煤炭是我国最主要的能源,煤炭产业是我国的支柱性产业。由于经济的迅猛发展,中国民众的安全和健康意识不断发展,对各行业安全生产的期望越来越高,煤炭作为高危行业,其安全问题所接收的关注度越来越高,煤矿安全日益成为政府当局和社会公众关心的问题。一直以来,国家不断出台各项安全政策、煤炭生产法规等,以期煤矿安全维持在健康状态。但政府监管仍存在许多暂时无法解决的问题,煤矿安全水平的进一步提升可以从内部监管获得。本文即选择煤矿内部安全监管作为研究对象,侧重于研究其有效性,包括监管有效性和激励有效性,即安监员监管对矿工不安全行为的有效性和煤矿企业对你安监员激励的有效性。本文首先简要介绍新中国成立以来煤矿安全监管机制的发展历程,然后阐述国有煤矿集团H集团下多家煤矿内部安全监管模式的特点,并选取具有代表性的A、B两煤矿进行详细分析。安监员监管的有效性与内部监管特点有无关系,是高罚款金额的A煤矿更有效,还是高查处概率的B煤矿更为有效,文章对此作了深入研究。实证分析方面,文章选取两煤矿正式工2012年12个月违章情况的相关数据为样本,对影响矿工违章行为的因素进行分析,结果显示高罚款金额对违章行为的防范作用有限,而高查处频率对违章行为的改变并无效果。在研究激励有效性时,文章选取了12个安监员的相关数据,分析影响其工资收入的影响因素。结果表明:安监员的工资只与出勤天数有关,与其工作包括查处数量、罚款金额等并无联系。根据实证分析结果,文章给出了可能存在的原因,并针对有效性状况从安监员、矿工、煤矿企业和法律政策等方面提出切实可行的建议。
[Abstract]:Coal is the main energy of our country, and coal industry is the pillar industry of our country.With the rapid development of economy, the Chinese people's awareness of safety and health is constantly developing, and the expectation of safety in various industries is becoming higher and higher. Coal, as a high-risk industry, is receiving more and more attention on safety issues.Coal mine safety has increasingly become an issue of concern to the government authorities and the public.All the time, the state has issued various safety policies, coal production regulations and so on, in order to maintain the safety of coal mines in a healthy state.However, there are still many problems that can not be solved by government regulation, and further improvement of coal mine safety level can be obtained from internal supervision.In this paper, coal mine internal safety supervision is chosen as the research object, focusing on its effectiveness, including the effectiveness of regulation and incentive effectiveness,That is, the effectiveness of safety supervisor supervision to the unsafe behavior of miners and the effectiveness of coal mining enterprises to encourage your supervisor.This paper first briefly introduces the development course of coal mine safety supervision mechanism since the founding of New China, and then expounds the characteristics of several coal mine internal safety supervision modes under H Group, a state-owned coal mine group.And select the representative two coal mines AZB for detailed analysis.Whether the effectiveness of safety supervisor supervision is related to the characteristics of internal supervision is more effective in coal mine A with high fine amount or in coal mine B with high probability of investigation and punishment.In the aspect of empirical analysis, the paper selects the relevant data of two coal mine regular workers for 12 months in 2012 to analyze the factors that affect the miners' illegal behavior. The results show that the high amount of fine has limited preventive effect on violations.But the high investigation frequency has no effect on the change of the violation behavior.In the study of incentive effectiveness, the paper selects 12 safety supervisors' relevant data to analyze the influencing factors of their wage income.The results show that the salary of the security inspector is only related to the number of days on duty, but not to the amount of investigation and punishment, the amount of fine and so on.According to the results of empirical analysis, the paper gives the possible reasons and puts forward some practical suggestions from the aspects of safety supervisor, miners, coal mining enterprises and legal policies.
