国有煤炭企业生态竞争力评价研究

【摘要】：促进经济与环境协调发展是当今社会发展的主题之一,生态环境是社会发展与人类赖以生存的基础,发展经济不能以牺牲环境为代价,处理好经济发展和生态环境两者之间的关系,是社会可持续发展的基础。以高能耗、高污染、高投入、低效益、低效率号称的煤炭企业作为“十三五”期间化石能源供应的主力军,恰与这一主题背道而驰。而且就煤炭企业自身发展来说,近年来煤炭行业持续低迷已经到了非常严峻的时刻,煤炭企业想要扭亏为盈,走出困境,积极发展生态竞争力是唯一的出路。因此煤炭企业如何高效地优化产业结构、发展企业的生态竞争力、减轻结构性污染成为学术界研究的热点问题之一。基于此背景,论文以企业竞争力为切入点,来研究企业生态竞争力。通过对煤炭企业竞争力、煤炭企业生态竞争力等方面文献的研究,以及生态经济理论、绿色发展理论、可持续发展理论等的分析与总结,从我国煤炭企业生态发展建设的实际情况出发,利用GEM因素分析模型建立了切合我国煤炭企业生态竞争力的评价指标体系,涵盖“企业规模效益--企业绿色科技创新投入--企业资源环境利用能力--企业生态管理协调程度”等方面的指标。然后构建了以数据包络分析(DEA)评价方法为主,以因子分析方法为辅的评价模型。最后以我国具有代表性的煤炭企业冀中能源集团(主煤业务)为实证研究对象,通过收集历年相应的指标数据,对冀中能源集团2008-2015年企业煤炭业务生态竞争力进行了纵向分析研究。通过对我国煤炭企业生态竞争力评价体系与模型的分析研究,使我国煤炭企业发展生态经济的研究由过去消极、被动和事后治理转变为积极、主动和事前预防。对煤炭企业摆脱现实经营困境,以更加积极健康的态势发展具有十分关键的作用。
[Abstract]:Promoting the coordinated development of economy and environment is one of the themes of social development today. Ecological environment is the basis of social development and human survival. Economic development cannot be at the expense of environment. To deal with the relationship between economic development and ecological environment is the foundation of social sustainable development. The coal enterprises with high energy consumption, high pollution, high investment, low efficiency and low efficiency are regarded as the main force of fossil energy supply during the 13th Five-Year Plan period, which runs counter to this theme. And in terms of the development of coal enterprises, in recent years, the coal industry has been in a very serious downturn, coal enterprises want to turn losses into profits, get out of the predicament, actively develop ecological competitiveness is the only way out. Therefore, how to optimize the industrial structure efficiently, develop the ecological competitiveness of enterprises and reduce structural pollution has become one of the hot issues in academic circles. Based on this background, this paper studies the ecological competitiveness of enterprises from the point of view of enterprise competitiveness. Through the research on the competitiveness of coal enterprises and the ecological competitiveness of coal enterprises, as well as the analysis and summary of ecological economy theory, green development theory, sustainable development theory and so on, Based on the actual situation of ecological development and construction of coal enterprises in China, the evaluation index system of ecological competitiveness of coal enterprises in China is established by using GEM factor analysis model. It covers the indicators of "enterprise scale benefit-enterprise green science and technology innovation input-enterprise resource and environment utilization ability-enterprise ecological management coordination degree" and so on. Then, an evaluation model based on data Envelopment Analysis (DEA) method and factor analysis method is constructed. Finally, taking Jizhong Energy Group (main Coal Business), a representative coal enterprise in our country, as the empirical research object, through collecting the corresponding index data over the years, The ecological competitiveness of coal business in Jizhong Energy Group from 2008 to 2015 was studied. Through the analysis and research on the evaluation system and model of ecological competitiveness of coal enterprises in China, the research on the development of ecological economy of coal enterprises in China has been changed from passive, passive and ex post management to active, active and prior prevention. It is very important for coal enterprises to get rid of the predicament of operation and develop more actively and healthily.
