常德市西洞庭区农村水利管理人员绩效考核体系研究

【摘要】:“水是生命之源、生产之要、生态之基。”2011的中央一号文件《中共中央国务院关于加快水利改革发展的决定》把水的问题提到了前所未有的战略高度。《决定》指出,“加快水利改革发展,不仅事关农业农村发展,而且事关经济社会发展全局;不仅关系到防洪安全、供水安全、粮食安全,而且关系到经济安全、生态安全、国家安全。”加快水利事业改革发展,已经成为事关现代化建设全局和中华民族长远发展重大而紧迫的战略任务。为全面落实中央关于水利改革发展的决策部署。2014年1月水利部发布了《水利部关于深化水利改革的指导意见》,以推动水利重要领域和关键环节的改革攻坚。《意见》提出,要逐步推行工程建设管理、运行管理、维修养护、技术服务等水利公共服务向社会力量购买,研究制定政府购买水利公共服务的指导性目录,明确购买服务的种类、性质和内容,以及承接主体的要求和绩效评价标准。随着水利工程管理体制改革的深入,水利工程管理单位特别是农村基础水利管理单位在计划经济下形成的绩效考核体制,已不能适应现阶段我国经济的发展要求,通过体制创新,建立现代绩效考核管理体系已经成为大势所趋。本文根据现代人力资源管理理论,特别是绩效考核管理理论和方法,对常德市西洞庭区农村水利管理人员传统的考核体系进行深入的分析和研究的基础上,将先进的单位绩效考核方法合理科学地运用于常德市西洞庭区水管单位的绩效考核中,对农村水利管理人员的绩效考核体系进行分析研究,希望对本区农村水利管理人员的绩效考核的深化改革有所帮助。文章分为三个部分:一是通过对农村水利工程管理人员绩效考核中存在的主要问题,分析了原因,得出:绩效考核未能引起充分重视,部门负责人对绩效考核定位模糊,绩效考核流程主观性强,绩效考核和绩效考核选择不当等原因的连接性不强。二是通过农村水利工程管理人员分析的岗位职责,基于KPI绩效评价指标体系,农村水利管理人员的绩效模糊综合评价。建立了系统之后,关键在于落实和顺利实施农村水利工程管理人员绩效评价的主要依靠工作人员的安全,培训和组织保障措施的三个方面。三,通过理论分析和实证研究,在西洞庭湖区水系统应用所建立的文字绩效考核体系,并建立保障。

It has become an important and urgent strategic task concerning the overall situation of modernization construction and the long-term development of the Chinese nation. In January 2014, the Ministry of Water Resources issued the "Water Conservancy" in order to fully implement the Central Committee's decision on water conservancy reform and development. The Ministry's guiding opinions on deepening Water Conservancy Reform. In order to push forward the reform of important fields and key links of water conservancy, it is proposed that the public services of water conservancy, such as project construction management, operation management, maintenance and maintenance, and technical services, should be purchased from social forces. This paper studies and formulates the guiding catalogue of government purchase of public water conservancy services, defines the types, nature and content of the services purchased, as well as the requirements and performance evaluation criteria of the undertaking subjects. With the deepening of the reform of the management system of water conservancy projects. The performance appraisal system formed by the water conservancy project management units, especially the rural basic water conservancy management units, under the planned economy, has been unable to meet the requirements of the economic development in our country at the present stage, and has been innovated through the system. The establishment of modern performance appraisal management system has become the trend of the times. This paper based on the modern human resources management theory, especially the performance appraisal management theory and methods. On the basis of in-depth analysis and research on the traditional assessment system of rural water conservancy managers in Xidongting District of Changde City. This paper applies the advanced unit performance appraisal method to the performance appraisal of water management unit in West Dongting District of Changde City reasonably and scientifically, and analyzes and studies the performance appraisal system of rural water conservancy management personnel. The paper is divided into three parts: the first is the main problems in the performance appraisal of rural water conservancy managers. Analysis of the reasons, it is concluded that: performance appraisal is not enough attention, the department head of the performance appraisal positioning is vague, performance appraisal process is strong subjectivity. Performance appraisal and improper performance appraisal selection is not strong connectivity. Second, through the analysis of the post responsibilities of rural water conservancy project managers, based on the KPI performance evaluation index system. After the establishment of the system, the key lies in the implementation and smooth implementation of the performance evaluation of rural water conservancy managers mainly depends on the safety of the staff. Third, through theoretical analysis and empirical research, the text performance evaluation system established in the application of the water system in the West Dongting Lake region is established, and the guarantee is established.
