崇明县畜禽养殖污染问题与治理研究

【摘要】：近年来崇明以生态岛为战略定位,致力于发展生态农业经济并取得一定成效。其生态建设模式受到联合国环境规划署(UNEP)的关注,认为其在自然生态建设、人居生态、产业生态方面的经验模式能为其他相似岛屿的发展提高借鉴参考。通过初步调查分析,崇明地区的农业面源污染,特别是畜禽养殖污染问题依然是目前制约崇明生态建设的主要问题。本文在分析总结目前国内外畜禽养殖污染治理机制的基础上,调查分析崇明地区畜禽养殖的污染现状,经调研分析得出近年崇明地区畜禽养殖规模体量总体平稳,呈逐年缓慢上升趋势,而畜禽养殖可能带来的农业面源污染的威胁不容忽视。经估算整个崇明地区的r警报值仍处于1级,土地承载能力上对畜禽养殖仍有较大空间。但部分养殖场对周边河道和空气环境仍有较大的影响,主要问题集中在粪便外溢、周边河道黑臭、不规范还田造成二次污染等。针对崇明地区的畜禽污染养殖现状,从政府层面、社会层面、经济层面、技术层面多方面的对当前崇明地区畜禽养殖污染治理的影响因素、治理机制及面临的问题进行分析,从而从经济可行、管理方便、技术优化等方面提出今后崇明地区农村畜禽养殖污染的治理建议。
[Abstract]:In recent years, Chongming ecological island for strategic positioning, committed to the development of ecological agriculture economy and achieved some success. The ecological construction mode by the United Nations Environment Programme (UNEP) attention, it is considered that the natural ecological construction, ecological industry, ecological experience mode can improve the reference for the development of other similar Islands. Through the preliminary investigation and analysis of agricultural non-point source pollution in Chongming area, especially the livestock pollution problem is still the main problems which restrict the ecological construction in Chongming. Based on the analysis of the foundation at home and abroad of livestock pollution control mechanism, pollution survey and analysis of the current situation of livestock and poultry breeding in Chongming area, through investigations and analysis in Chongming area the scale livestock volume is generally stable, has been slowly rising, while the livestock may agricultural non-point source pollution caused by the threat should not be ignored. Estimate the whole Chongming area R warning value is in the 1 level, the land carrying capacity of livestock is still a large space. But some farms on the surrounding rivers and air environment still has great influence, mainly focused on issues surrounding waste spills, black smelly river, also made two irregular Tian pollution. According to the breeding livestock and poultry pollution status in Chongming, from the government level, social level, economic level, technical factors in many aspects of the current livestock pollution in Chongming area influence the governance mechanism and the analysis of the problems faced, resulting from economic and feasible, convenient management, put forward the pollution of livestock and poultry breeding in Chongming rural area optimization technology the countermeasures and suggestions.
