宁阳县基本农田管理系统的设计与实现

【摘要】:土地是人类生存和发展的基础。然而,社会经济的快速发展对建设用地的需求量不断增加,导致了耕地面积不断减少,人地矛盾日益突出。如何科学合理地配置土地资源,确保粮食生产的数量和质量,促进社会和谐发展,已成为人们热切关注的话题。因此,我们要整合农田数据资源,建立一套基本农田管理系统,来加强对基本农田的保护,提高土地管理的效率,使对基本农田的保护工作更科学、更便捷、更及时,为发展现代农业,解决“三农”问题,统筹城乡经济社会发展和实施科学决策提供有力的依据;同时对于贯彻国家“信息强政、信息兴业、信息惠民”的倡导,缩小城乡“数字鸿沟”,推动农村城镇化发展以及构建和谐社会都具有十分重大的意义。本文首先深入分析了国内外土地信息管理系统研究现状,在此基础上,探讨了建立一套基本农田管理系统目的、意义和主要内容。针对构建基本农田管理系统所需要的关键技术特点进行了分析总结。然后,探讨了系统研发的技术路线和研究方法。结合宁阳县基本农田管理情况,对系统进行了需求分析。在此基础上,遵循实用性原则对宁阳县基本农田管理系统进行了设计,主要包括系统管理、辅助决策、查询统计、数据更新、数据转换、专题图制作、地图服务7个功能模块。用户可根据实际应用的需要,使用不同的功能对数据进行处理,得到结果。最后充分考虑了用户的特点,本着低成本、易操作、安全稳定的原则,采用GIS、.NET、数据库等先进的技术,研发了基于三层体系结构的宁阳县基本农田管理系统。宁阳县基本农田管理系统主要用于加强对基本农田的保护,实现基本农田的信息化监管,提高土地资源的管理效率。
[Abstract]:Land is the basis of human survival and development. However, with the rapid development of social economy, the demand for construction land is increasing, which leads to the decrease of cultivated land area and the increasingly prominent contradiction between man and land. Ensuring the quantity and quality of food production and promoting the harmonious development of society has become a hot topic. Therefore, we should integrate farmland data resources and establish a basic farmland management system to strengthen the protection of basic farmland. Improve the efficiency of land management, make the protection of basic farmland more scientific, more convenient, more timely, for the development of modern agriculture, solve the "three rural" problems, as well as urban and rural economic and social development and the implementation of scientific decision-making to provide a strong basis; At the same time, for the implementation of the national "information strong government, information business, information benefits the people," the initiative, It is of great significance to narrow the "digital gap" between urban and rural areas, to promote the development of rural urbanization and to build a harmonious society. The purpose, significance and main contents of establishing a set of basic farmland management system are discussed. The key technical characteristics of constructing basic farmland management system are analyzed and summarized. The technical route and research method of system research and development are discussed. Based on the situation of basic farmland management in Ningyang county, the demand analysis of the system is carried out. On the basis of this, the basic farmland management system of Ningyang county is designed according to the principle of practicability. It mainly includes seven function modules: system management, auxiliary decision making, query statistics, data update, data conversion, thematic map making, map service. Users can process the data with different functions according to the needs of practical application. Finally, the characteristics of users are fully considered. In the principle of low cost, easy operation, security and stability, advanced technologies, such as GIS.NET, database, etc., are adopted. The basic farmland management system of Ningyang county is developed based on the three-tier system structure, which is mainly used to strengthen the protection of basic farmland, to realize the information supervision of basic farmland and to improve the efficiency of land resources management.
