中国农业面源污染治理市场主体培育及国际经验借鉴

【摘要】：随着化肥、农药的大量使用,畜禽养殖粪污等农业废弃物的大量产生,中国农业面源污染防治形势日益严峻。同时中国农业面源污染防治存在投入不足、治理效率不高、投融资机制不健全、社会参与程度低等问题。本文在梳理中国农业面源污染治理市场主体培育的相关政策与探索实践基础上,通过借鉴欧盟、美国、日本等发达国家和地区在农业面源污染防治方面的经验,从强化政策法规制定、加大财政支持力度、实施农业绿色补贴、推动落实税收扶持政策、开展农业面源排污权交易试点、因地制宜探索公私合营模式(PPP)等方面提出了相应的改进建议,以便为中国农业面源污染治理市场主体培育提供技术支持。
[Abstract]:With the extensive use of chemical fertilizers and pesticides, and the production of agricultural wastes such as livestock and poultry manure, the situation of agricultural non-point source pollution prevention and control in China is becoming increasingly serious. At the same time, there is insufficient investment in the prevention and control of agricultural non-point source pollution in China, and the treatment efficiency is not high. On the basis of combing the relevant policies and exploring practice of the cultivation of the main body of agricultural non-point source pollution control market in China, this paper draws lessons from the European Union, the United States, and the United States, on the basis of the imperfect mechanism of investment and financing and the low degree of social participation. The experiences of Japan and other developed countries and regions in the prevention and control of agricultural non-point source pollution include strengthening the formulation of policies and regulations, increasing financial support, implementing agricultural green subsidies, and promoting the implementation of tax support policies. In order to provide technical support for the cultivation of the main body of agricultural non-point source pollution control market in China, the pilot project of agricultural non-point source emission right trading was carried out, and the corresponding improvement suggestions were put forward from the aspects of exploring the public-private partnership model according to local conditions.
