长春经济技术开发区耕地保护经济补偿的研究

【摘要】：土地资源是人类赖以生存和发展的基础,关系到国家的安全与稳定。耕地资源的减少成了制约农产品的产出和经济发展的主要因素。本研究结合长春经济技术开发区的社会经济发展与生态建设,对区域内的耕地保护现状进行调查,将调查数据统计归类,分析整理,提出耕地保护中出现的问题及原因,并且针对现行的耕地保护补偿机制进行研究,从补偿的主体、对象、资金、方式等方面探讨目前经开区耕地保护补偿制度存在的主要问题。综合研究结果进行分析,提出合理的耕地保护补偿市场机制,为经济开发区耕地资源保护与补偿提供科学依据,同时为经济开发区经济的可持续发展奠定良好的基础。研究结果如下:1、长春经济技术开发区的耕地资源不断减少,土地利用效率较低。关于建议提高土地利用率,首先开展对土地利用总体规划实施的评价和修编,发挥土地利用总体规划的宏观调控作用,用法律确立土地保护的权威性;因地制宜、循序渐进,合理农林牧渔等用地,建立起耕地保有量、基本农田保护的生态退耕的规划布局;利用国内外的先进手段和培育技术,增加耕地的反复种植指数,有效提高农业土地利用率。2、长春经济技术开发区关于耕地保护的法律法规以及相关制度不健全。应建立健全耕地保护制度相关法律法规,健全土地资源基本管理制度;实行民众公开听证制度;开发耕地保护动态监测系统;建立比较集中的土地管理体制;引入社会监督和完善司法机制;在农村实施完善的农村集体土地产权制度;继续深入开展土地市场管理整顿和建立土地监管体系,建立健全耕地保护奖惩制度。3、政府和人民耕地保护意识薄弱。建议开展国情国策教育,树立耕地保护意识。为了为了推进耕地保护工作,强化耕地资源资产观、坚持耕地有效需求观、引入耕地征用市场观和革新耕地资源责任观。实行最严格的土地管理制度,达到灵活的管理、严格的制约、高效的利用资源和有效的节约开支。4、从开发区目前土地征收情况来看,应继续坚持可持续发展战略,依据生态、社会、经济协调发展的理论,推进土地整理复垦工作,确保开发区耕地总量动态平衡目标的实现。5、采取一系列生物措施,并利用现代农业的高科技手段,开发非耕地农业,解决耕地资源不足的问题,间接的解决耕地与经济发展的矛盾问题。
[Abstract]:Land resources are the basis for human survival and development. The reduction of cultivated land resources has become the main factor restricting the output and economic development of agricultural products. This study combines the social and economic development and ecological construction of Changchun Economic and technological Development Zone. This paper investigates the present situation of cultivated land protection in the region, classifies and classifies the survey data, analyzes and arranges the problems and causes in cultivated land protection, and studies the current compensation mechanism of cultivated land protection from the main body and the object of compensation. This paper discusses the main problems existing in the current cultivated land protection and compensation system in the open area from the aspects of funds and methods. The comprehensive research results are analyzed, and a reasonable market mechanism of cultivated land protection and compensation is put forward. It provides a scientific basis for the protection and compensation of cultivated land resources in economic development zones and lays a good foundation for the sustainable economic development of economic development zones. The research results are as follows: 1. The cultivated land resources of Changchun Economic and technological Development Zone have been continuously reduced. The efficiency of land use is low. To improve the land use efficiency, we should first carry out the evaluation and revision of the implementation of the overall land use planning, give play to the macro-control role of the overall land use planning, and establish the authority of land protection by law. In line with local conditions, step by step, rationally use land for agriculture, forestry, herding and fishing, and establish the planning and layout of ecological conversion of cultivated land for the amount of cultivated land and the protection of basic farmland; use advanced means and cultivation techniques at home and abroad to increase the index of repeated cultivation of cultivated land, It is necessary to improve the utilization ratio of agricultural land effectively, and the laws and regulations on cultivated land protection in Changchun Economic and technological Development Zone are not perfect. It is necessary to establish and improve the relevant laws and regulations of cultivated land protection system and the basic management system of land resources. To implement the public hearing system; to develop the dynamic monitoring system of cultivated land protection; to establish a more centralized land management system; to introduce social supervision and improve the judicial mechanism; to implement a perfect system of rural collective land property rights in rural areas; Continue to carry out land market management and rectification and establish a land supervision system, establish and improve the system of rewards and penalties for cultivated land protection .3.The government and the people's awareness of cultivated land protection is weak. In order to promote the protection of cultivated land, strengthen the concept of cultivated land resources assets, adhere to the concept of effective demand for cultivated land, introduce the market view of cultivated land requisition and reform the concept of responsibility of cultivated land resources, and implement the strictest land management system, To achieve flexible management, strict constraints, efficient use of resources and effective savings in expenditure .4. judging from the current situation of land expropriation in the development zones, we should continue to adhere to the strategy of sustainable development, based on the theory of ecological, social and economic coordinated development. To promote land consolidation and reclamation, to ensure the realization of the goal of dynamic balance in the total amount of cultivated land in development zones, to adopt a series of biological measures, and to develop non-cultivated land agriculture by using high-tech means of modern agriculture, so as to solve the problem of insufficient cultivated land resources. Indirectly solve the contradiction between cultivated land and economic development.
