草原生态资本化运营的政治社会学分析

【摘要】：目前,草原生态治理中的资本化运营趋势越来越明显,特别是草原生态补偿机制的广泛实施更为外来资本的进入创造了条件。生态资本化运营趋势有助于使人们认识到草原生态资源的稀缺性,但也会容易割裂生态与社会的有机联系,凸显牧民生计脆弱性,削弱基层社区的公共性,容易引发草原的掠夺式经营。在草原生态资本化运营过程中,要矫正"资本化自然"的认识误区,充分发挥地方政府监管职能、社会资本制衡机制和牧民主体能动作用,有效规避草原生态资本化运营的上述意外后果。
[Abstract]:At present, the trend of capitalized operation in grassland ecological management is becoming more and more obvious. In particular, the extensive implementation of the grassland ecological compensation mechanism has created conditions for the entry of foreign capital. The trend of ecological capitalization is helpful to make people realize the scarcity of grassland ecological resources. However, it is also easy to separate the organic link between ecology and society, highlight the livelihood vulnerability of herdsmen, weaken the publicity of grass-roots communities, and easily lead to predatory management of grasslands. It is necessary to correct the misunderstanding of capitalization of nature, give full play to the function of local government supervision, balance and balance mechanism of social capital and the active role of herdsmen, and effectively avoid the unexpected consequences of grassland ecological capitalization operation.
