IC卡用于灌溉的农户参与意愿分析——以河北省三河市为例

【摘要】:IC卡技术作为重要的精细化计量设施,对于推动农业水价改革、实现农村地下水资源可持续利用具有重要的意义。基于河北省三河市的实地调研,运用多元有序Logistic模型分析了农户对农业灌溉中IC卡应用的参与意愿及其影响因素。调查结果显示,项目村中比较和完全愿意参加IC卡政策的农户共占73.46%。其中,男性、年均家庭总收入更高、认为使用IC卡后带来了效益(包括灌溉更加便利及时、灌溉用电安全性增加、用水纠纷与矛盾减少、水费征收更加公开透明、灌溉设备损坏频率减少)、认为使用IC卡操作简便的农户更愿意参加IC卡政策。家庭耕地块数越多的农户更不愿意参与政策。
[Abstract]:IC card technology, as an important fine metering facility, is of great significance for promoting the reform of agricultural water price and realizing the sustainable utilization of rural groundwater resources.Based on the field investigation in Sanhe City, Hebei Province, this paper analyzes the farmers' willingness to participate in the application of IC card in agricultural irrigation and its influencing factors by using the multivariate ordered Logistic model.The results showed that 73.46 farmers in the project village were willing to participate in IC card policy.Among them, male, average annual household income is higher, believed that after using IC card brought benefits (including irrigation more convenient and timely, irrigation electricity security increased, water disputes and conflicts reduced, water charges more open and transparent,The frequency of irrigation equipment damage is reduced, and farmers who use IC card are more willing to participate in IC card policy.Households with more arable land are more reluctant to participate in the policy.
