农安县农业信息咨询服务平台建设研究与应用

【摘要】:我国农业是第一产业,是关系到国家安全稳定发展的基础。随着信息技术的不断发展,互联网和手机的快速普及,人民群众获取信息的渠道和方式也经历了大的变革。利用信息化的手段来解决农业生产问题成为一种可行的方案。我国农业的信息化水平普遍较低,甚至有些地区基本没有农业信息化,这也是制约我国农业发展的一个重要因素。农安县通过加强与高校、科研院所的合作,在农业信息咨询方面培养了一批优秀的专家团队,这种面对面的信息咨询服务是农民所迫切需要的。但是由于专家的时间不够富裕,精力也有限,很难兼顾到所有乡村。因此,基于信息化手段来解决农安县当前所面临的信息咨询服务的难题成为农安县政府的重要课题。通过使用计算机和网络技术,建立信息咨询服务平台,将农业专家的专业服务和政府的农业公共服务,通过信息网络延伸至每一个农民身边,每一个农民的田间地头,随时随地解决农民生产生活面临的问题,这成为解决当前农安县农业发展问题的可行方案之一。因此基于以上的所有分析,本论文将根据农安县的现实需求,建立一套农业信息咨询服务平台,致力于为农民朋友开展农业信息咨询服务,解决他们在农业生产中遇到的问题,帮助他们转变农业生产方式,提高生产效率。该平台将通过整合高校、科研院所的专家信息,设置一定数量的专业咨询队伍,建设农业信息知识库,知识库范围涵盖作物百科、气象信息、农业生产技能、农业知识问答、农业政策扶持等,基于B/S架构,建设WEB平台,通过信息化手段为农民提供一个与农业专家、专业人员交流沟通的渠道。该渠道建立以后,农民可以通过电话、互联网两种方式,与专业人员进行技能咨询、知识问答、政策自助查询、农业信息查询等,解决农民在实际生产生活中遇到的各种问题,帮助他们提升农业种植技能,及时获取农业政策、农产品交易等信息,真正的解决服务三农最后一公里问题。
[Abstract]:China's agriculture is the primary industry, is related to the national security and stable development of the basis.With the continuous development of information technology and the rapid popularization of the Internet and mobile phones, the channels and ways for people to obtain information have undergone great changes.It is a feasible scheme to solve the problem of agricultural production by means of information technology.The level of agricultural informatization in China is generally low, even in some areas there is basically no agricultural informatization, which is also an important factor restricting the development of agriculture in China.Through strengthening cooperation with universities and scientific research institutes, Nong'an County has trained a group of excellent experts in agricultural information consultation, which is urgently needed by farmers.But because the expert's time is not rich, the energy is also limited, it is very difficult to take care of all the villages.Therefore, it is an important task for Nong'an county government to solve the problem of information consulting service based on information technology.Through the use of computer and network technology, the establishment of information advisory service platforms, the specialized services of agricultural experts and the agricultural public services of the Government, are extended through the information network to the side of every farmer, the farm land of each farmer,It is one of the feasible schemes to solve the problem of farmers' production and life at any time and anywhere.Therefore, based on all the above analysis, this paper will set up a set of agricultural information consulting service platform according to the actual needs of Nong'an County, which is devoted to carrying out agricultural information consulting service for farmers' friends and solving the problems they encounter in agricultural production.Help them change agricultural production mode, improve production efficiency.The platform will set up a certain number of professional consultation teams by integrating the expert information of universities and scientific research institutes, and build a knowledge base of agricultural information. The knowledge base covers crop encyclopedia, meteorological information, agricultural production skills, agricultural knowledge questions and answers.Agricultural policy support, based on the B / S structure, the construction of WEB platform, through the means of information for farmers to provide a channel of communication with agricultural experts and professionals.After the establishment of this channel, farmers can use the telephone and the Internet to consult with professionals on skills, questions and answers, self-help policy inquiries, agricultural information inquiries, and so on, so as to solve all kinds of problems encountered by farmers in actual production and life.To help them improve their farming skills, timely access to agricultural policy, agricultural trade and other information, real solution to the last mile of the problem of services to agriculture, rural areas and farmers.
