城市化进程中的辽宁省耕地资源生态价值研究

【摘要】:随着我国城市化高速发展,耕地资源的利用方式随之发生改变,在推进城市化时不可避免地对生态环境造成损害,其中就包括对耕地资源的破坏,例如耕地生态系统被破坏、耕地资源质量逐年下降、农业污染情况严重等,耕地数量和质量保护力度不足,耕地资源的价值处于动态变化之中,特别是耕地资源的生态价值被忽视,农用地生态补偿标准不够科学,地方差异巨大。本文以辽宁省为例,从城市化发展的角度探讨耕地资源生态价值变动情况,以时间和空间两个维度分析辽宁省耕地资源生态价值变化和布局情况,对2005年至2014年辽宁省城市化与耕地资源生态价值耦合关系进行分析,为今后辽宁省城市化发展和耕地资源生态保护提供建议。本文首先阐明主要概念和基础理论,主要根据耕地资源价值观、耕地多功能性理论、土地肥力与生产力理论和生态经济理论等基础理论,分析辽宁省的城市化发展情况和耕地资源利用状况,目前辽宁省在推进城市化中主要存在着耕地生态系统脆弱、耕地质量退化明显与耕地污染严重等三大问题。在Costanza和谢高地研究成果之上测算辽宁省2000年至2014年耕地资源单位面积生态价值量,在考虑社会发展水平和实际支付意愿后获得耕地资源生态补偿价值。通过对辽宁省耕地资源生态价值时空分析发现,辽宁省耕地资源生态价值及生态补偿价值为逐年上升发展的变化情况,生态功能价值年变化率为2.63%,生态补偿价值年变化率为9.41%。在空间分布方面,辽宁省中部和西部地区的城市价值增加幅度有限,总体处于较弱增加态势,低于全省平均增幅水平,说明仍然这些城市仍然需要加大耕地资源保护力度、加强生态建设。运用耦合模型对2005年至2014年辽宁省城市化与耕地资源生态价值之间的影响关系进行分析,两者耦合度高,相互影响程度较高,耦合协调度主要由过渡调和向高度协调发展,协调发展程度越来越好,耦合发展方向大致从生态滞后型向城市化滞后型转变。根据以上分析得出主要结论,提出三项对策建议,主要包括发展绿色农业,划分耕地保护区以及建立动态监测系统,今后辽宁省城市化推进应当向深层次发展,同时还要提高耕地生态系统稳定性。
[Abstract]:With the rapid development of urbanization in China, the mode of utilization of cultivated land resources has changed, which inevitably causes damage to the ecological environment, including the destruction of cultivated land resources, such as the destruction of cultivated land ecosystem. The quality of cultivated land is declining year by year, the situation of agricultural pollution is serious, the quantity and quality of cultivated land are not protected enough, the value of cultivated land is in dynamic change, especially the ecological value of cultivated land is ignored. The agricultural land ecological compensation standard is not scientific enough, the local difference is huge. This paper takes Liaoning Province as an example, discusses the change of ecological value of cultivated land resources from the angle of urbanization development, and analyzes the change and distribution of ecological value of cultivated land resources in Liaoning Province from two dimensions of time and space. The coupling relationship between urbanization and ecological value of cultivated land resources in Liaoning Province from 2005 to 2014 was analyzed in order to provide suggestions for the development of urbanization and ecological protection of cultivated land resources in Liaoning Province in the future. This paper first expounds the main concepts and basic theories, mainly based on the values of cultivated land resources, the theory of multifunctional cultivated land, the theory of land fertility and productivity, and the theory of ecological economy. This paper analyzes the development of urbanization and the utilization of cultivated land resources in Liaoning Province. At present, there are three main problems in promoting urbanization in Liaoning Province, such as the fragility of cultivated land ecosystem, the obvious degradation of cultivated land quality and the serious pollution of cultivated land. Based on the research results of Costanza and Xie Heights, the ecological value of cultivated land resources per unit area in Liaoning Province from 2000 to 2014 was calculated, and the ecological compensation value of cultivated land resources was obtained after considering the level of social development and the actual willingness to pay. By analyzing the ecological value of cultivated land resources in Liaoning Province, it is found that the ecological value and ecological compensation value of cultivated land resources in Liaoning Province are increasing year by year, the annual change rate of ecological function value is 2.63, and the annual change rate of ecological compensation value is 9.41%. In terms of spatial distribution, the increase in urban value in central and western Liaoning Province is limited, and it is generally in a weak increasing trend, which is lower than the average increase level of the province, indicating that these cities still need to strengthen the protection of cultivated land resources. Strengthen ecological construction. This paper analyzes the relationship between urbanization and ecological value of cultivated land resources in Liaoning Province from 2005 to 2014 by using coupling model. The coupling degree is high and the degree of mutual influence is high. The degree of coupling coordination is mainly from transition harmony to highly coordinated development. The degree of coordinated development is getting better and better. The direction of coupling development is from ecological lag to urbanization lag. Based on the above analysis, three countermeasures are put forward, including the development of green agriculture, the division of cultivated land reserves and the establishment of dynamic monitoring system. In the future, the urbanization of Liaoning Province should be advanced to a deeper level. At the same time, it is necessary to improve the stability of cultivated land ecosystem.
