土地整治新增耕地质量评价指标体系优化及应用研究

【摘要】:目前在土地整治新增耕地质量评价指标体系研究中,未发现有学者开展耕地从无到有的平台质量形成和利用过程中的质量提升两个阶段的耕地质量评价研究,这种现状无法客观反映土地整治的内在要求和新增耕地客观规律,这也是农业部门和国土部门在新增耕地质量评价上产生分歧的原因之一。本研究在划分耕地从无到有的平台质量形成和利用过程中的质量提升两个阶段的基础上,从耕地形成的平台质量角度,对土地整治新增耕地评价指标体系的优化展开研究。这一成果,既可以完善当前新增耕地质量评价方法的不足,充实耕地质量评价的内容,也可以为国土部门开展土地整治新增耕地质量评价工作提供参考,具有一定的理论学术价值和实践意义。 本研究采用专家咨询法和实证分析法,利用会议和调研机会,选取涉及土壤、农业、气候、水利和遥感等领域的14位专家,进行三轮次的咨询调查结果与分析,每轮实发问卷14份,回收14份,问卷回收率为100%,采用SPSS17.0对数据进行分析处理。研究内容主要包括以下四个方面:新增耕地质量评价指标的优选;新增耕地质量评价指标权重的确定;新增耕地质量评价指标赋分标准的制定;选取典型案例区对新增耕地质量评价指标体系的优化方案进行应用验证。 主要研究结论如下:(1)耕地质量建设应分为平台质量建设和利用过程的质量提升两个阶段,,新增耕地质量评价属于耕地平台质量建设阶段的内容。(2)优化后的指标体系,选择了田块状况、田间道路条件、坡度、灌排条件等因素,充分考虑了土地整治因素对新增耕地质量的影响。(3)通过选取沿海滩涂围垦新增耕地和山地低丘缓坡开发新增耕地两种类型,用实证分析的方法,对优化后的指标体系进行研究应用检验。结果表明,沿海滩涂围垦新增耕地在优化后的指标体系下评出的结果略高于在优化前指标体系下评出的结果,山地低丘缓坡开发新增耕地在优化后的指标体系下评出的结果略低于在优化前指标体系下评出的结果。优化后的指标体系充分考虑了土地整治及其新增耕地特点,对耕地质量建设的集中连片和满足现代农业发展需要有积极的引领作用。 根据研究结论,提出以下建议:(1)耕地质量评价工作应分阶段分部门开展。建议国土相关部门主要对耕地平台质量进行评价,农业部门主要承担耕地质量提升阶段的评价工作。(2)国土部门在平台质量评价中应重点考虑田块状况、田间道路条件、坡度、灌排条件等指标因素,评价成果主要为耕地占补平衡质量管理工作服务;农业部门应重点考虑有机质含量、pH值、氮磷钾等指标因素,评价成果主要为农业生产管理服务。(3)不宜在地形破细碎化程度高、坡度大、交通不便的偏远地块开发为新增耕地。(4)建议参考本研究成果,制定土地整治新增耕地质量评价的指标体系,科学引导土地整治方向,形成土地整治新增耕地质量提高的“倒逼机制”。
[Abstract]:At present, in the study of the evaluation index system of the new cultivated land quality in the land renovation, there are no scholars in the study of two stages of cultivated land quality evaluation in the process of quality formation and utilization of cultivated land, which can not objectively reflect the requirements of land renovation and the objective law of the new cultivated land. One of the reasons for the difference between the agricultural department and the land department in the evaluation of the quality of the new cultivated land is one of the reasons. On the basis of dividing the two stages of the quality formation and utilization of the platform quality, the evaluation index system of the new cultivated land is optimized from the angle of the platform quality formed by the cultivated land. This achievement can not only improve the shortage of the current evaluation methods of the quality of the new cultivated land, enrich the content of the quality evaluation of the cultivated land, but also provide a reference for the land department to carry out the evaluation work of the new cultivated land quality in the land renovation, which has a certain theoretical academic value and practical meaning.
Using the expert consultation method and the empirical analysis method, 14 experts in the field of soil, agriculture, climate, water conservancy and remote sensing were selected by the expert consultation method and the research opportunity, and the results and analysis of the three rounds of consultancy investigation were carried out. 14 copies of each round of questionnaires were collected and 14 were recovered. The recovery rate of the questionnaire was 100%, and the data were analyzed and processed with SPSS17.0. The main contents include the following four aspects: the optimization of the evaluation index of the quality of new cultivated land, the determination of the weight of the evaluation index of the quality of the new cultivated land, the formulation of the standard of adding the evaluation index of the quality evaluation of the new cultivated land, and the application of the typical case area to the optimization of the index system of the quality evaluation of the new cultivated land.
The main conclusions are as follows: (1) the quality construction of cultivated land should be divided into two stages of the quality construction of platform quality and the quality improvement of the utilization process. The quality evaluation of the new cultivated land belongs to the content of the quality construction stage of the cultivated land platform. (2) the index system after the optimization has been optimized, and the factors such as the situation of the fields, the conditions of the field, the slope and the conditions of irrigation and drainage are taken into full consideration. The influence of land renovation factors on the quality of new cultivated land. (3) through the selection of new cultivated land in coastal beach reclamation and the development of two new types of new cultivated land in mountain low hill gentle slope, the optimized index system is tested and applied by the method of empirical analysis. The results show that the new cultivated land in coastal beach reclamation is under the optimized index system. The result of the evaluation is slightly higher than that of the pre optimized index system. The result of the evaluation under the optimized index system is slightly lower than that under the optimized index system. The optimized index system fully considers the land renovation and the characteristics of the new cultivated land, and the quality construction of the cultivated land. It has a positive leading role in concentrating together and meeting the needs of modern agricultural development.
According to the conclusions of the research, the following suggestions are put forward: (1) the evaluation of cultivated land quality should be carried out in stages. It is suggested that the land related departments should mainly evaluate the quality of cultivated land platform, and the agricultural departments should mainly undertake the evaluation work of the stage of improving the quality of cultivated land. (2) the land department should focus on the situation of the fields in the evaluation of the platform quality and the field road. Road conditions, slope, irrigation and drainage conditions and other index factors, the evaluation results mainly for the quality management of cultivated land, the agricultural sector should focus on the organic content, pH value, nitrogen, phosphorus and potassium and other index factors, the evaluation results are mainly agricultural production management service. (3) it is not appropriate to break the terrain high degree, the slope is large, the traffic is inconvenient. The far massif is developed as the new cultivated land. (4) it is suggested that the index system of the evaluation of the new cultivated land quality in the land renovation should be drawn up, and the direction of land renovation should be guided scientifically to form a "forced mechanism" to improve the quality of the new cultivated land in the land renovation.
