农民耕地保护协会运行机制研究

【摘要】：随着我国城镇化进程的推进,占用耕地加剧,破坏耕地行为频频发生,保护耕地迫在眉睫,面对日益凸显的耕地保护难题,农民耕地保护协会应运而生。这种由农民自发形成的非盈利性组织,对保护耕地具有重要作用。当前农民耕地保护协会运行还面临许多问题,不能充分发挥效应,未形成完善的协会运行机制。通过对国内外耕地保护研究现状的研究,综合我国农民耕地保护协会发展状态,进行实地走访调研,分析运行中存在的主要问题,探索适合我国国情的农民耕地保护协会运行机制,为协会的有效运行提供参考。本研究选取湖南省隆回县为调研区域,采用实地调研法以实地访谈的方式,对11家农民耕地保护协会内部运行机制进行详细考察,获取相关资料和数据,然后采取定性与定量相结合的描述性统计和相关性分析法、比较分析法对农民耕地保护协会具体的运作过程进行系统分析、发现问题。在此基础上,针对主要问题构建了农民耕地保护协会运行机制。研究结果表明,针对农民耕地保护协会在发展中面临的诸多阻碍,提出了当前农民耕地保护协会运行需要完善的机制包括：一是明晰耕地产权、规定农民保护耕地权利和义务以及设立耕地保护专项资金,建立协会会员主体护地意识机制；二是明确协会性质、规定具体职能、优化人员分工,构建畅通职能运行机制；三是建立耕地保护协会审批部门、简化审批程序、缩短审批时限,简化协会注册机制；四是加强指导培训、完善人事管理,建立人事运行机制；五是提供资金支持、健全财务管理,构建财务管理机制：六是保障承包农户权益、建立流转价格标准等具体操作方面,构建协会护地效益机制。通过建立与完善这些机制,可以从各方面解决困扰耕地保护协会发展的难题,让农民耕地保护协会能够可持续发展,发挥应有的作用。
[Abstract]:With the advancement of urbanization in our country, the occupation of cultivated land intensifies, the destruction of cultivated land occurs frequently, and the protection of cultivated land is imminent. In the face of the increasingly prominent problem of cultivated land protection, the Farmer cultivated Land Protection Association emerged as the times require. This non-profit organization, formed spontaneously by farmers, plays an important role in protecting cultivated land. At present, the operation of peasant cultivated land protection association is still faced with many problems, which can not give full play to the effect, and does not form a perfect operation mechanism of the association. Through the research on the present situation of cultivated land protection at home and abroad, synthesizing the development state of the farmers' cultivated land protection association of our country, carrying on the field visit investigation, analyzing the main problems existing in the operation, In order to provide reference for the effective operation of the farmers' cultivated land protection association, this paper explores the operation mechanism of the peasant cultivated land protection association suitable for our country's national conditions. This study selects Longhui County of Hunan Province as the research area, uses the field investigation method with the field interview way, carries on the detailed inspection to the 11 farmer cultivated land protection association internal operation mechanism, obtains the related information and the data. Then the descriptive statistics and correlation analysis combined with qualitative and quantitative methods are adopted to analyze the concrete operation process of the farmers' cultivated land protection association systematically and to find out the problems. On this basis, the main problems of the construction of farmers' cultivated land protection association operating mechanism. The research results show that, in view of the many obstacles that farmers' cultivated land protection association faces in the development, this paper puts forward the mechanism that the farmers' cultivated land protection association needs to perfect at present: first, to clarify the property right of cultivated land, Setting up special funds for farmland protection and establishing the consciousness mechanism of the main body of cooperative members to protect farmland; second, defining the nature of the association, stipulating specific functions, optimizing the division of labor among personnel, and constructing the operational mechanism of unimpeded functions; Third, to establish the examination and approval department of the cultivated land protection association, simplify the examination and approval procedures, shorten the examination and approval time limit, and simplify the registration mechanism of the association; fourth, strengthen guidance and training, perfect personnel management, and establish a personnel operation mechanism; fifthly, provide financial support. Improve the financial management, construct the financial management mechanism: sixth, protect the rights and interests of the contracted farmers, establish the circulation price standard and other specific operational aspects, construct the benefit mechanism of the association to protect the land. Through the establishment and improvement of these mechanisms, we can solve the problems that haunt the development of cultivated land protection associations from all aspects, and enable the farmers' cultivated land protection associations to develop sustainably and play their due role.
