安康市汉滨区耕地集约利用研究

【摘要】:随着我国社会经济快速发展,工业化和城市化水平不断提高,建设用地持续占用有限的耕地资源,逐渐威胁到我国的粮食安全、生态安全和社会稳定,严重阻碍社会可持续发展。因此转变耕地粗放利用模式,提高耕地集约利用水平是解决这些问题的有效方法。汉滨区作为安康市中心城市所在地、陕西省人口最多的县级行政单位、属北亚热带大陆季风气候、陕南秦巴中高山区,且其区域内地形地貌较为复杂,有川道、丘陵、山地三大自然地貌。因此对汉滨区耕地集约利用研究有一定的代表性,对提高汉滨区耕地集约利用水平,充分挖掘耕地集约利用潜力有一定的指导意义,对县域内耕地集约利用理论研究及实证分析有一定参考意义。本文从汉滨区耕地集约利用现状水平及潜力两方面对汉滨区耕地集约利用进行分析,基于影响耕地集约利用的投入强度、利用程度、产出效益、持续利用四个准测层选取16个指标构建汉滨区耕地集约利用评价指标体系,采用极差标准化法对指标进行标准化处理,层次分析法和熵值法相结合的方法综合确定权重,多因素综合评价法计算耕地集约度指数,分析汉滨区近十年及2013年各行政村耕地集约利用水平;在现状评价的基础上,以汉滨区自然条件为基础,以乡镇为基本单元,对汉滨区耕地进行分区,并确定各耕地分区评价指标合理值,采用合理值评价模型,测算出各评价单元耕地集约利用潜力,采用自然断点法对各评价单元耕地集约利用度和潜力进行分级。论文研究结果表明:汉滨区2004-2013年耕地集约利用程度呈总体上升趋势;2013年汉滨区耕地集约利用水平呈月河川道区大于低山丘陵区大于中高山区的总体分布;耕地集约利用潜力较大地区分布在月河川道及北部高山区,较小区分布在南部中高山区、北部中山区;从影响耕地集约利用的四个准则层来看,不同评价单元各准则层集约利用潜力情况不同,可根据各评价单元各准则层的潜力情况,因地制宜的选取合适的措施来提高该区域耕地集约利用水平,从而提高汉滨区耕地集约利用水平,有效缓解粮食安全、生态安全和社会稳定问题。
[Abstract]:With the rapid development of China's social economy and the continuous improvement of industrialization and urbanization, construction land continues to occupy limited cultivated land resources, which gradually threatens the food security, ecological security and social stability of our country. The sustainable development of society is seriously hindered. Therefore, it is an effective way to solve these problems by changing the mode of extensive utilization of cultivated land and improving the level of intensive utilization of cultivated land. As the central city of Ankang City, Hanbin District is the most populous administrative unit at the county level in Shaanxi Province. It belongs to the northern subtropical continental monsoon climate and the middle and high mountains of Qinba, southern Shaanxi, and its topography and geomorphology are relatively complex, with Sichuan Road and hilly areas. Mountains are three natural landforms. Therefore, the study on intensive utilization of cultivated land in Hanbin area has certain representative, which has certain guiding significance to improve the level of intensive utilization of cultivated land in Hanbin area and to fully tap the potential of intensive utilization of cultivated land. It has some reference significance for the theoretical research and empirical analysis of intensive utilization of cultivated land in county area. The present situation and potential of intensive utilization of cultivated land in Hanbin area are analyzed in this paper. Based on the input intensity, the degree of utilization and the benefit of output, the paper analyzes the intensive utilization of cultivated land in Hanbin area, based on the analysis of the intensity of input, the degree of utilization and the benefit of output. The evaluation index system of cultivated land intensive utilization in Hanbin area was constructed by selecting 16 indexes from four quasi survey layers continuously. The index was standardized by the range standardization method, and the weight was determined synthetically by the combination of analytic hierarchy process (AHP) and entropy method. The multi-factor comprehensive evaluation method calculates the cultivated land intensive degree index, analyzes the cultivated land intensive utilization level of each administrative village in the last ten years and in 2013, based on the present situation evaluation, takes the natural condition of the area as the foundation, takes the township as the basic unit, The cultivated land in Hanbin area is divided, and the reasonable value of evaluation index is determined, and the potential of intensive utilization of cultivated land in each evaluation unit is calculated by using reasonable value evaluation model. The method of natural breakpoint was used to classify the intensive utilization and potential of cultivated land in each evaluation unit. The results show that the degree of intensive use of cultivated land in Hanbin District from 2004 to 2013 shows an overall upward trend, and in 2013, the level of intensive use of cultivated land in Hanbin District is larger than that in the low hilly area and the overall distribution in the mid-high mountain area. The areas with great potential for intensive use of cultivated land are distributed in the Yuehe River Road and the northern alpine areas, while the smaller areas are distributed in the middle and high mountain areas in the south and in the middle mountains in the north; from the four criterion layers that affect the intensive utilization of cultivated land, Different evaluation units have different intensive utilization potential of each criterion layer. According to the potential situation of each criterion layer of each evaluation unit, appropriate measures can be selected according to local conditions to improve the level of intensive utilization of cultivated land in this region. In order to improve the level of intensive use of cultivated land, effectively alleviate food security, ecological security and social stability.
