水利工程非农业供水水价现状及改革建议

【摘要】:鉴于水利工程非农业供水水价改革道路曲折难行,并缺乏相应的理论基础,基于南京市2009~2013年的水利工程非农业供水数据,采用全成本模型测算现行供水成本,并对水价执行情况及实际工作中存在的问题进行实地调研和分析。研究结果表明,现行水利工程非农业供水水价标准时效滞后,所占供水成本不足10%,同时在水价制定、监督管理、公众参与及各类补偿等方面的体制机制仍有待完善。据此,提出优化分类定价及相应改革措施。
[Abstract]:In view of the twists and turns of the road of water price reform of water conservancy project non-agricultural water supply and the lack of corresponding theoretical foundation, based on the data of non-agricultural water supply of water conservancy project in Nanjing from 2009 to 2013, the full cost model is used to calculate the current water supply cost. And the implementation of water prices and practical problems in the field investigation and analysis. The results show that the current water price standard for non-agricultural water supply in water conservancy projects lags behind, accounting for less than 10 percent of the water supply cost. At the same time, the system and mechanism of water price formulation, supervision and management, public participation and various kinds of compensation still need to be improved. Based on this, the paper puts forward the optimization of classified pricing and corresponding reform measures.
