云南电网法律事务管理系统的设计与实现

【摘要】:近几年来,国民经济的发展和国家政策的推动,使电网企业发展进入了黄金时期。与此同时,对于云南电网公司而言,机遇与挑战并存,公司的快速发展使得公司遭受法律风险的可能性大大增加。而现在公司对法律事务的管理模式存在很多弊端,比如手工作业效率低、出错率高、容易徇私舞弊等问题。云南电网公司具有前瞻性眼光,已经意识到要想改进现存的管理问题,对法律事务实现高效、有序的管理,就要借助信息技术的力量。在这种需求背景的强力推动下,云南电网法律事务管理系统的设计与实现就成为云南电网公司刻不容缓的事情。本系统整体是B/S架构,即客户端-浏览器架构,这种架构使得软件系统有良好的维护性和移植性。系统采用面向对象统一建模的Java语言编写,具有较好的安全性和健壮性。系统在设计时还采用了 MVC的设计模式和SSH的设计框架,这些框架的使用大大提高了软件系统的性能。同时,系统使用SQLServer2014作为后台数据库,用来存放业务数据。云南电网法律事务管理系统包含四个核心功能,分别是纠纷案件管理功能、法律风险管理功能、授权委托及法律审核和综合事务等。其中,其中,纠纷案件实现了纠纷管理、诉讼管理、仲裁管理、特别程序管理和案件统计等子功能;法律风险管理实现了风险收集、风险识别、风险评估、防范对策、对策应用、处置反馈、风险库管理、法律诊所和法律风险点统计等子功能;授权委托及法律审核管理实现了授权委托、规章制度审核、招标文件审核和重要决策审核等子功能;综合事务管理实现了经费管理、法律刊物、法律人员管理、外部法律机构管理、法律专家库、工作计划总结、资质证照管理和统计分析等子功能。本系统的开发和使用,不仅能够大大提高云南电网公司对法律事务的管理水平,简化工作人员的管理任务,解放人力物力,而且为国内外其他电网公司作出了良好示范。
[Abstract]:In recent years, with the development of national economy and the promotion of national policies, the development of grid enterprises has entered a golden period.At the same time, for Yunnan Power Grid Company, opportunities and challenges coexist, and the rapid development of the company makes the possibility of the company to suffer legal risks greatly increased.There are many disadvantages in the management mode of legal affairs, such as low efficiency of manual work, high error rate, easy favoritism and fraud.Yunnan Power Grid Company has a forward-looking vision and has realized that in order to improve the existing management problems and achieve efficient and orderly management of legal affairs, it is necessary to rely on the strength of information technology.Under the strong impetus of this demand background, the design and implementation of Yunnan Power Grid legal Affairs Management system becomes a matter of urgency for Yunnan Power Grid Company.The whole system is a B / S architecture, that is, client-browser architecture, which makes the software system have good maintainability and portability.The system is written in the Java language of object-oriented unified modeling, which has good security and robustness.The design pattern of MVC and the design frame of SSH are used in the design of the system, and the performance of the software system is greatly improved by the use of these frameworks.At the same time, the system uses SQLServer2014 as background database to store business data.Yunnan Power Grid legal Affairs Management system includes four core functions, namely, dispute case management, legal risk management, delegation of authority, legal audit and comprehensive affairs.Among them, dispute cases realize the sub-functions of dispute management, litigation management, arbitration management, special procedures management and case statistics, and legal risk management realizes risk collection, risk identification, risk assessment, prevention countermeasures, etc.Countermeasures application, disposal feedback, risk database management, legal clinic and legal risk point statistics, authorization and legal audit management have realized sub-functions such as authorization entrustment, rules and regulations audit, tender document audit and important decision audit.The comprehensive affairs management realizes the sub-functions such as fund management, legal journal, legal personnel management, external legal institution management, legal expert library, work plan summary, qualification certificate management and statistical analysis.The development and application of this system can not only greatly improve the management level of legal affairs in Yunnan Power Grid Company, simplify the management task of the staff, liberate the manpower and material resources, but also make a good demonstration for other power grid companies at home and abroad.
