铁路零小工程招投标系统的设计与实现

【摘要】:迄今为止,用纸质文件传输的办公方式是中国最传统的方式。随着科学技术的发展,各种办公系统对信息传输的要求越来越高,对系统安全性的需求也在不断的提升。纸质办公的传统方式再不能满足办公电子化的需求。当今的网络与信息科学技术发展如此迅速,出现了电子公文时代。它具有快速的传输速度,保存的类别化,搜索的便捷化,使用的安全化等特点。基于办公人员的需求,本文设计了铁路零小工程招投标系统,每个功能模块分别从功能需求,系统设计以及系统实现三个方面实现。该系统主要的功能分为以下七个部分:1.项目审核:是工作流转的核心部分。通过发送新建项目,实现一个项目的建立。2.招标发布:从局域网络的项目审核扩展到互联网端的信息同步,展示到铁路官方网站。3.投标管理:通过登录铁路官网进行项目的浏览、查阅并对符合资质的项目进行参选报名,实现投标比选。4.投标比选:通过比选委员会的开展,项目发起人进行会议记录,上传会议文件以及记录比选委员会的参选人员,并分别发布会后拟比选前三名以及拟最终中标结果。领导对拟前三名和拟中标结果分别进行审核。审核通过的同时,比选信息同步至互联网端。5.结果公示:分别将领导审核通过的比选前三名的结果以及最终中标结果公布到互联网端,实现信息的公平公正性。6.项目评价:项目发起人对项目进行整体的评价,便于后续改进。7.统计分析:对各单位及各项目进程进行分类统计,便于分析数据。铁路零小工程招投标系统主要应用于铁路方面。该系统成为零小工程的原因是通过该系统的项目均为价格在20万以下,若价格高于20万则会进入其他系统中。招投标指在该系统中除了招标和投标环节以外还有基于工作流转过程的自动化办公等许多功能模块,使该系统丰富、完善。铁路系统体制的相对落后和保守,是该系统投入开发和使用的真正意义所在。对于铁路系统而言,要在确保安全性、私密性地同时保证信息的公开公正性,这无疑是一个大的挑战和亮点所在,而这点在该系统中有较好的体现。该系统所使用的编程工具有VS2015、Eclipse,该系统分为Intranet内部网络和互联网网络两个部分。工作流转过程控制技术针对拟稿人即项目发起人拟定的系统操作包括:新建、审批、移送、发布、参选、比选、公示、评价等。该系统统一配置在蜂窝网认证平台下,加固系统的安全性。
[Abstract]:So far, the paper file transmission is the most traditional way in China. With the development of science and technology, all kinds of office systems require more and more information transmission. The traditional way of paper office can no longer meet the demand of electronic office. With the rapid development of network and information science and technology, the era of electronic official documents has emerged. It has the characteristics of fast transmission speed, saving categorization, convenient search, safe use, etc. Based on the demand of office staff, this paper designs a small project bidding system for railway zero project. Each function module is realized from three aspects: function requirement, system design and system implementation. The main functions of the system are divided into the following seven parts: 1. Project audit: is the core part of work flow. By sending a new project to achieve the establishment of a project. 2. Tender announcement: from local area network project audit to Internet side information synchronization, display to railway official website. 3. Bidding management: through logging into the railway official website for project browsing, consulting and registration of qualified projects, bid comparison. 4. Bidding comparison: through the development of the election committee, the project sponsor carries on the meeting minutes, uploads the meeting documents and records the candidate who is elected by the election committee, and proposes to compare the top three and the final result of the bid after the press conference respectively. The leader will examine and verify the top three positions and the results of the bid respectively. At the same time, check the information synchronization to the Internet. 5. Results: the results of the leaders' examination and approval of the top three of the election and the final results of the bid were published to the Internet to achieve fair and equitable information. 6. Project evaluation: the project sponsors evaluate the project as a whole, so as to facilitate further improvement. 7. Statistical analysis: each unit and each item process carries on the classification statistics, facilitates the analysis data. Railway zero-scale project bidding system is mainly used in railway. The reason that the system becomes zero engineering is that the items through the system are all priced below 200000, and if the price is higher than 200000, it will enter other systems. Tendering and bidding refers to the system in addition to bidding and bidding links there are also based on the work flow process of automation office and many other functional modules to make the system rich and perfect. The relative backwardness and conservatism of the railway system is the real meaning of the development and use of the system. For railway system, it is undoubtedly a big challenge and bright spot to ensure the security and privacy of the information at the same time, which is well reflected in the system. The programming tool used in this system is VS2015 Eclipse, which is divided into two parts: Intranet internal network and Internet network. The control technology of work flow process includes: new construction, examination and approval, transfer, release, election, publicity, evaluation and so on. The system is uniformly configured on the cellular network authentication platform to strengthen the security of the system.
