行政综合执法信息系统设计与实现

【摘要】：随着科学技术的不断进步,信息管理已经成为政务管理的重要管理手段。行政执法部门进行内部信息管理的主要方式是基于文本、表格等纸介质的手工处理,以及信息的单机化处理。随着行政综合执法信息的处理工作量越来越大,不仅查询困难而且统计分类复杂,同时也造成工作人员工作量加大,责任压力重大,执法案件、卷宗维护也不够完善。本文需要为某市城市管理局建立一套完整的、行之有效的用于该局案件管理、卷宗管理、执法公告管理、工作流管理以及系统管理等功能的行政综合执法信息系统。通过调研之后,本文规划的主要业务功能有基础资料功能需求、案件管理功能、卷宗管理功能、执法公告管理功能和系统管理功能。本文研发的系统主旨重在对城市管理局行政综合执法系统的各个功能模块的设计、编码、实现和测试等环节进行详细阐述,重在实现符合行政综合执法系统实案件管理、卷宗管理等业务需求的信息系统,以切实地实现行政执法信息管理的规范化、科学化,实现执法部门内部数据共享,提高信息安全性和员工的工作效率。本文采用了J2EE技术,结合MVC设计模式,使用MySQL数据库进行数据管理。系统最终实现了案件管理、卷宗管理、工作流管理等多个功能模块。目前该系统已经完成测试,在城管局局域网内部部署。系统的实现将有利于城市管理局行政执法管理工作的规范化、制度化和流程化,避免业务管理的随意性,提高信息处理的速度和准确性,实现执法信息整理的信息化建设,对监督和跟踪各部门人员工作进展,提高核心部门决策能力有这至关重要的作用。
[Abstract]:With the continuous progress of science and technology, information management has become an important management means of government management. The main way of internal information management of administrative law enforcement department is the manual processing of paper media such as text and form, and the single machine processing of information. With the more and more workload of administrative comprehensive law enforcement information processing, not only difficult to query and statistical classification complex, but also caused by increased workload of staff, heavy pressure of responsibility, law enforcement cases, file maintenance is not perfect. In this paper, we need to establish a complete and effective administrative comprehensive law enforcement information system for the city administration of a certain city, which is used for the functions of case management, file management, law enforcement announcement management, workflow management and system management and so on. After investigation and investigation, the main business functions of this paper include basic information function, case management function, file management function, law enforcement announcement management function and system management function. The main purpose of this paper is to detail the design, coding, realization and testing of the functional modules of the administrative comprehensive law enforcement system of the city administration, and to realize the actual case management in line with the administrative comprehensive law enforcement system. In order to realize the standardization and scientific management of administrative law enforcement information management, to realize the internal data sharing of law enforcement departments, and to improve the information security and the working efficiency of employees. This paper adopts J2EE technology and MVC design pattern, uses MySQL database to manage data. Finally, the system realizes several function modules, such as case management, file management, workflow management and so on. At present, the system has completed the test in the Bureau of Urban Management LAN internal deployment. The realization of the system will be beneficial to the standardization, institutionalization and flow of the administration of administrative law enforcement, to avoid the randomness of business management, to improve the speed and accuracy of information processing, and to realize the information-based construction of the collation of law enforcement information. It plays an important role in monitoring and tracking the work progress of all departments and improving the decision-making ability of the core departments.
