医疗保险管理信息系统参保人员管理功能的设计与实现

【摘要】：我国是人口大国,社会保障制度在我国的建立和完善具有极其重大的意义,它不仅与广大普通民众的基本生活密切相关,而且是建立和发展市场经济的前提和保证。目前我国已经建立了相对完善的社会保险制度及法律法规,同时在全国各地分布了大量的社会保险经办机构,社保信息涉及社会群体众多,需要登记处理的信息量巨大,因此社会保险信息管理系统应运而生。社会保险信息管理系统不仅使社保经办机构的工作更加信息化,现代化,而且使信息的汇总与统计更为便捷,为政策的决策与制定提供了数据依据,从而为社会保障制度的完善和发展起到了重要作用。人力资源和社会保障部为了使全国的社会保险信息系统趋于统一和规范化,在2000年发布社会保险管理信息系统核心平台(以下简称社保核心平台)一版,核心平台一版采用了Client/Server结构。2003年发布了社保核心平台二版,推出基于J2EE标准规范的C/S/S三层技术框架。随着技术的不断更新以及社会保险事业的持续发展,为使核心平台能够适应发展的需要,并进一步降低本地化工作的难度,人力资源和社会保障部在2009年发布了社保核心平台三版,该版本的主要特点是社保业务体系更为健全,不仅对业务范围进行了扩充,在技术框架设计上也是采用了更为先进的技术,基于J2EE标准,实现了C/S/SB/S/S双兼容架构,并采用了组件化的设计思路,从而降低了本地化工作难度。医疗保险作为社会保险的重要组成部分,医疗保险信息管理系统实现了对医疗保险参保人群的信息管理,包括参保、缴费、待遇享受等。本文以作者本人曾经参与建设的某省医疗保险信息管理系统为背景,探讨了医疗保险信息系统建设的过程。本系统基于J2EE技术的B/S/S架构,同时采用了东软自主研发的Unieap平台进行建设。以人力资源和社会保障部发布的社会保险核心平台三版为基础,采用组件化设计思路,针对本省医疗保险的业务特点进行建设。本文主要阐述了该软件系统建设的主要过程,并重点针对该系统中的参保人员管理功能进行了介绍,包括需求分析、系统设计、主要功能实现及系统测试等部分内容。
[Abstract]:China is a large population country. The establishment and improvement of social security system in China is of great significance. It is not only closely related to the basic life of the general public, but also the prerequisite and guarantee for the establishment and development of the market economy. At present, our country has established a relatively perfect social insurance system and laws and regulations, and at the same time in the country. A large number of social insurance agencies are distributed in various places. Social insurance information involves a large number of social groups. The amount of information that needs to be registered is huge. Therefore, the social insurance information management system emerges as the times require. The social insurance information management system not only makes the work of social security agencies more informational and modernized, but also makes the information summary and statistics. In order to make the social insurance information system of the whole country unified and standardized, the Ministry of human resources and social security issued the core platform of the social insurance management information system (hereinafter referred to as the following abbreviation) in 2000. The core platform of social security is the first edition of the core platform, which has adopted the Client/Server structure in.2003 to release the two edition of the social security core platform and the C/S/S three layer technical framework based on J2EE standard. With the continuous updating of the technology and the continuous development of the social insurance, the nuclear platform can adapt to the needs of development and further reduce The three edition of the social security core platform was released in 2009 by the Ministry of human resources and social security. The main feature of this version is that the social security business system is more perfect. It not only expands the business scope, but also uses the more advanced technology in the technical framework design, and realizes the C/S/SB/S/S double based on the J2EE standard. As an important component part of the social insurance, medical insurance information management system has realized the information management of the medical insurance participants, including participation, payment, and treatment. This paper has been involved in the construction of the author himself. In the background of medical insurance information management system of a province, this paper discusses the process of building medical insurance information system. This system is based on the B/S/S architecture of J2EE technology and adopts the Unieap platform independently developed by Neusoft. Based on the three edition of the core platform of social insurance issued by the Ministry of human resources and social security, the component design is adopted. This paper mainly expounds the main process of the construction of the software system, and focuses on the management function of the insured personnel in this system, including the requirements analysis, system design, main function realization and system testing.
