医院合理用药全程化管控信息系统开发与应用

【摘要】:课题按照国家卫计委关于加强医疗机构合理用药管理和现代医院信息化建设发展的需要,以现代计算机技术、软件开发技术、HIS系统和数据库技术为基础,构建医院合理用药管理信息系统和系统数据库,开发医院合理用药全程化管控信息系统。本系统通过与HIS系统对接,通过基础数据接口提取HIS系统相关数据,在医师、护士、门诊以及住院等工作站实现诸多功能。功能主要包括:基础用药数据与处方查询、报表管理、处方点评、抗菌药物临床应用评价、药历书写等。本系统还可以针对不合理用药危害程度与严重程度,将审查结果以不同颜色的提示灯的形式告知医务人员,切实实现了对不合理用药各环节、动态化更新、评价分析与管理决策等功能。为了保证系统的拓展性和适应性,满足不同规模类型的医院和工作模式的实际需求,系统设计支持不同开发语言的HIS或者住院患者病历管理系统的调用。同时,在国家以“立法”的形式强化抗菌药物管理的大背景下,本系统按照国家抗菌药物管理规范、医院规章制度,以临床路径的形式实现了抗菌药物的信息化管理。该模块的实现,是通过本系统标准数据接口,提取HIS系统相关数据或者结合系统处方审查数据库来实现。数据的提取,只局限于规范抗菌药物临床应用行为相关功能的基础数据,不涉及HIS系统其他数据。医师开具抗菌药物时,系统自动判定医师是否存在越权,同时要求医师选择用药目的、手术切口类别、微生物送检等情况,以弹出对话框的形式来提示、规范医师抗菌药物用药行为。系统能够同时满足医师、护士、药师以及医院领导决策人员不同功能需求,数据的统计分析与评价结果又能有效提高医院管理决策的精准性。课题的研究,对政府节约宝贵医保资金、卫生主管部门贯彻落实部门主体责任、医院信息企业扩大市场份额、医院提高医疗质量,均具有重大的现实和长远意义。
[Abstract]:The project is based on modern computer technology, software development technology, his system and database technology, in accordance with the needs of the State Health and Family Planning Commission on strengthening the management of rational drug use in medical institutions and the development of modern hospital information. The management information system and database of rational drug use in hospital are constructed, and the management and control information system of rational drug use in hospital is developed. Through docking with HIS system and extracting related data of HIS system through basic data interface, this system realizes many functions in doctors, nurses, outpatients and inpatient workstations. The main functions include: basic drug data and prescription query, report management, prescription evaluation, antimicrobial clinical application evaluation, drug calendar writing, etc. The system can also be aimed at the degree of harm and severity of irrational use of drugs, and inform the medical staff of the results of the examination in the form of different color lights, so as to realize the dynamic updating of the various links of irrational use of drugs. The extraction of data is limited to the basic data of standardizing the clinical behavior related function of antimicrobial drug application, and does not involve other data of HIS system. When doctors prescribe antimicrobial drugs, the system automatically determines whether doctors have exceeded their authority. At the same time, they are required to choose the purpose of medication, the type of surgical incision, the microbiological examination, and so on, so that they can be prompted in the form of pop-up dialog boxes. Standardizing the behavior of doctors in the use of antimicrobial drugs. The system can meet the different functional needs of doctors nurses pharmacists and hospital leaders at the same time. The statistical analysis and evaluation results of the data can effectively improve the accuracy of hospital management decisions. The research of this subject has great realistic and long-term significance for the government to save the valuable medical insurance funds, the health department to carry out the main responsibility of the department, the hospital information enterprise to expand the market share, and the hospital to improve the quality of medical treatment.
