面向应急仿真演练的态势推演系统设计与实现

【摘要】:应急仿真演练对训练和提高政府和社会在面对突发事件时的快速反应和综合协调能力起着至关重要的作用,而对应急态势的全面掌握是进行科学、有效地处置决策的前提。态势推演过程作为仿真演练中对应急态势动态演化的模拟,可以将突发事件演化的机理以及处置决策对态势演化的影响进行客观科学地表达,有助于增强参训人员对应急态势的掌握,为其制定应急处置行动方案提供辅助决策功能。因此,关于面向应急仿真演练的态势推演系统的研究具有较为深刻的理论和现实意义。本文以应急演练仿真服务平台项目为背景,对态势推演系统进行了一系列的研究。依据其功能,将分为态势推演引擎和态势地图展示系统两部分,前者负责态势推演系统的后台逻辑实现,后者负责态势推演系统的前台界面展示,态势地图展示系统依托地理信息系统(Geographic Information System,GIS)这一可对空间地物数据进行采集、分析、存储和管理的强大工具,满足仿真演练对态势信息实时分析处理以及态势可视化的要求,为参演部门提供更实时准确的态势数据。首先,在完成对平台的简要介绍和分析以及应急仿真演练中的态势要素表达之后,对平台用户进行分析分类,依据软件工程的需求分析方法明确了系统需求,设计满足要求的系统应用架构。然后,对态势推演系统中涉及的重要机制进行一定的探究,包括消息管理机制、模型调度机制、时间管理机制以及基于GIS的态势可视化展示原则等。最后,将SuperMap 6R系列产品作为GIS应用服务平台,使用.NET框架技术和面向对象的设计和编程方法实现态势推演引擎的详细功能,使用Flex技术以及SuperMap iClient for Flex API实现态势地图展示系统中对于客户端丰富的展现和渲染。态势推演系统作为应急仿真服务平台的一部分,可以全面、准确地模拟突发事件发生下态势要素的变化,并能直观地反映参演部门的应急处置决策对于态势状况的影响.该系统对于训练和提高参演部门的应急业务处置能力有较好的作用,具有较高的推广和应用价值。
[Abstract]:Emergency simulation exercises play an important role in training and improving the ability of government and society to respond quickly and coordinate when facing emergencies, and the overall grasp of emergency situation is the premise of scientific and effective decision making. As the simulation of the dynamic evolution of emergency situation in the simulation exercise, the dynamic evolution of emergency situation can be expressed objectively and scientifically by the mechanism of emergency evolution and the influence of disposal decision on the dynamic evolution of emergency situation. It is helpful to strengthen the training personnel's grasp of emergency situation and provide auxiliary decision function for them to formulate emergency disposal action plan. Therefore, the research on the situation inference system for emergency simulation is of great theoretical and practical significance. In this paper, based on the project of emergency drill simulation service platform, a series of research on situation simulation system is carried out. According to its function, it will be divided into two parts: the situation inference engine and the situation map display system. The former is responsible for the background logic realization of the situation deduction system, and the latter is responsible for the foreground interface display of the situation deduction system. The situation map display system relies on Geographic Information system (GIS), a powerful tool for collecting, analyzing, storing and managing spatial feature data, which meets the requirements of real-time analysis and processing of situation information and situation visualization in simulation exercises. To provide more real-time and accurate situation data for participating departments. First of all, after the brief introduction and analysis of the platform and the expression of the situation elements in the emergency simulation exercise, the users of the platform are analyzed and classified, and the system requirements are defined according to the requirement analysis method of the software engineering. Design a system application architecture that meets the requirements. Then, the important mechanisms involved in the situation inference system are explored, including message management mechanism, model scheduling mechanism, time management mechanism and the principle of situation visualization based on GIS. Finally, taking SuperMap 6R series products as GIS application service platform, using .NET framework technology and object-oriented design and programming method to realize the detailed function of situation inference engine. Using Flex technology and SuperMap iClient for Flex API to realize the rich display and rendering of client in the situation map display system. As a part of the emergency simulation service platform, the situation inference system can simulate the change of the situation elements under the emergency events completely and accurately, and can reflect directly the influence of the emergency disposal decision of the participating departments on the situation. The system has a good effect on training and improving the emergency business handling capacity of the participating departments, and has a higher promotion and application value.
