论网络地理信息安全政策协同供给机制的构建

【摘要】：中央与地方政府纵向协作供给机制与地方政府横向协作供给机制是中国现行主要的两类网络地理信息安全政策供给机制。中国网络地理信息安全政策缺乏系统性和完备性。这种政策缺失和滞后的主要原因是政策的协同供给机制不健全,即层级政府事权与财权不匹配,政策供给协作主体权责关系不明确,多元化协作不足,监控机制不健全等。因此,应借鉴发达国家的相关经验,以政府为政策供给主体,优化层级政府的财权与事权配置,明确协作主体的责权,协调区域合作利益,构建中国网络地理信息安全政策协同供给机制。
[Abstract]:The Vertical Cooperative Supply Mechanism between the central and local governments and the horizontal cooperation supply mechanism of local governments are the main two types of China's current policy supply mechanism for network geographic information security. China's network geographic information security policy is lack of systematicness and completeness. The main reason for the lack and lag of this policy is that the cooperative supply mechanism of the policy is not healthy. All, that is, the administrative power and financial power of the hierarchical government are not matched, the relationship between the principal and the responsibility of the coordination subject of the policy supply is not clear, the diversified cooperation is insufficient and the monitoring mechanism is not sound. Therefore, we should draw on the related experience of the developed countries, provide the government for the main body of the policy, optimize the allocation of financial power and power of the level government, clear the responsibility of the cooperative subject and coordinate the regional cooperation. To build a collaborative supply mechanism for China's network geo information security policy.
