大型国际航行邮轮团体旅客网上申报及零散验放系统

【摘要】：受到全球一体化的影响,我国同世界各国政治、经济、文化交流日益频繁。我国对外贸易、跨国旅游业等借此契机蓬勃发展,为我国经济注入了新的活力。另一方面,这些行业的发展,也对我国的港口管理、边检申报等工作提出了更高的要求。近几年,口岸的管理效率和质量受到了各部门的重视,取得了长足进步,逐渐向着标准化、规范化的方向发展。但于此同时,我国口岸管理也存在一定的问题,比如各个监管部门和船代公司的信息相互独立,造成审批流程重复繁琐。不同部门之间信息交流阻塞,容易形成漏报、重报。旅客出入境的申报流程复杂,审批时间长,影响游客出行体验,甚至造成不必要的旅客滞留现象。本文从出入境团体游客申报人员及验放通关的角度,对申报的流程进行了优化,以提高港口效率、减少船舶申报时间、改善旅客出行体验为目的,设计了此邮轮出入境边检申报系统。系统以节约旅客时间、提高边检通道利用率为目的,提出了团体旅客“提前申报,团游散放”的方案,大大缩短了团体旅客的等待时间,提高了边检通道利用率,团体旅客通过边检通道人均排队等侯时间将缩短20%至30%。
[Abstract]:Under the influence of global integration, political, economic and cultural exchanges between China and other countries are becoming more and more frequent. China's foreign trade, transnational tourism and other opportunities to flourish, for our economy into a new vitality. On the other hand, the development of these industries also puts forward higher requirements for port management and border inspection declaration in China. In recent years, the management efficiency and quality of ports have been attached great importance to by various departments, and have made great progress, gradually towards the direction of standardization and standardization. However, at the same time, there are some problems in port management in our country, such as the independence of the information of each regulatory department and the ship agent company, which results in the duplication of examination and approval process. Information exchange between different departments blocking, easy to form a failure to report, re-report. The process of entry and exit declaration is complicated and the examination and approval time is long, which affects the travel experience of tourists, and even causes unnecessary stranded phenomenon. This paper optimizes the declaration process from the point of view of entry and exit group tourist declaration personnel and customs clearance, in order to improve port efficiency, reduce ship declaration time, and improve passenger travel experience. The system of border inspection and declaration for this cruise ship is designed. In order to save the passenger time and improve the utilization rate of the border inspection channel, the system puts forward the scheme of group passengers'"declaration in advance, group tours scattered", which greatly shortens the waiting time of group passengers and improves the utilization ratio of border inspection channels. Group passengers through the border control channel waiting time will be shortened by 20% to 30%.
