出国留学人员来深创业前期费用补贴信息系统的设计与实现

【摘要】:长期以来,深圳市出国留学人员创业前期费用补贴一直是鼓励和吸引留学人员创新创业的重要因素,但是由于国库资金使用的要求,补贴的申请程序复杂、环节众多,再加之全程采用纸质材料逐级提交的方式进行申报和审批,留学人员在申报中经常会遇到各种提交材料的不便,审批人员也需要面对数量巨大的纸质材料,耗时耗力。急需开发一套管理软件,以实现无纸化申报与审批,来提高工作效率和质量。自2014年开始,该项工作纳入了电子政务建设。本文在研究出国留学人员创业补贴申报审批程序的基础上,设计并实现了补贴的申报与审批系统。首先,该系统使用了B/S结构技术,客户端无需维护,所有系统升级只需在服务器端进行即可,维护简单方便。其次,该系统通过应用JS组件和AJAX技术,极大地提高了系统的友好的交互性。再次,该系统采用了用户名/密码、功能权限管理、数据权限管理、操作日志管理等多种安全控制,并且支持CA证书等系统安全管理,进一步提高了系统的安全性。最后,该系统测试使用的缺陷管理工具是HP Mercury公司的TestDirector8.0,更好的提高测试效率降低测试成本。通过本系统的设计与实现,大大降低了各环节的人员成本和提高了工作效率,该系统已通过了功能和性能方面的测试,达到了设计应用需求,成功受理并完成2015年度深圳市出国留学人员创业前期费用补贴的全部审批流程,用户评价良好。
[Abstract]:For a long time, the pre-venture fee subsidy for overseas students in Shenzhen has been an important factor to encourage and attract overseas students to innovate and start their own businesses. However, due to the requirements of the use of treasury funds, the application procedures for subsidies are complicated and there are many links. In addition, the whole process of using paper materials to file the way of declaration and approval, students often encounter in the declaration of a variety of submissions of inconvenience, examination and approval personnel also need to face a large number of paper materials, time-consuming and labor-intensive. It is urgent to develop a set of management software to realize paperless declaration and approval to improve the efficiency and quality of work. Since 2014, this work has been included in the construction of e-government. On the basis of studying the procedure of application and approval of venture subsidy for overseas students, this paper designs and realizes the application and approval system of subsidy. First, the system uses the B / S structure technology, the client side does not need to maintain, all the system upgrade only need to carry on in the server side, the maintenance is simple and convenient. Secondly, by using JS component and AJAX technology, the friendly interaction of the system is greatly improved. Thirdly, the system adopts many kinds of security control, such as user name / password, functional privilege management, data rights management, operation log management and so on, and supports the security management of system such as CA certificate, which further improves the security of the system. Finally, the defect management tool used in the system test is HP Mercury TestDirector8.0, to improve test efficiency and reduce test cost. Through the design and implementation of the system, the personnel cost of each link is greatly reduced and the work efficiency is improved. The system has passed the test of function and performance, and has reached the requirements of design and application. Successful acceptance and completion of the 2015 Shenzhen study abroad for pre-venture expenses subsidies all the approval process, user evaluation is good.
