泉州软件园管理模式转变研究

【摘要】:我国高新区(包含软件园)发展阶段正处于从“政策驱动”转变为“体制驱动”的重要时期。泉州软件园目前正处于由规划建设为主阶段转变为以经营管理为主初始发展的阶段,因此政府规制以致泉州软件园管理模式也需要作出相应转变。本文根据调研与座谈,以“三元参与理论”为主导,结合新公共管理理论,深入分析泉州软件园现有管理模式及其运行机制存在的问题及其原因,提出泉州软件园管理模式的转变策略。在现有“政府管理模式”为主的基础上实现转变,转变为以“公司管理模式”为主,融入“协会(基金)管理模式”一些特点并进行整合、创新、转变,提出了具有创新内涵的新型“公司管理模式”。这里特别指出,政府的管理仍然始终介入,而是以政府管理为主转变为以政府为辅;这也体现了“新公共管理理论”从“全能政府”走向“有限政府”的实践之一。具体为:一要融入特别是辖区高校科研院所(如华侨大学相关学院)等参与到软件园的经营管理中来;二要营造有利于人文科学良好发展的生态环境;三要特别加强地方政府及其领导的重视,根据地方实际需要审时度势,通过政府引导,聚集地方之力(项目资金、信息技术、人才服务及产业基础优势等),以利益为导向找到以政府为引导、市场积极融入的结合点和平衡点。
[Abstract]:The development stage of high-tech zones (including software parks) in China is changing from "policy driven" to "system driven". Quanzhou Software Park is now in the stage of transition from planning and construction to management and management, so the management mode of Quanzhou Software Park needs to be changed accordingly. Based on the investigation and discussion, this paper, based on the "ternary participation theory" and the new public management theory, deeply analyzes the existing management model and its operating mechanism of Quanzhou Software Park and its causes. Put forward the transformation strategy of Quanzhou software park management mode. On the basis of the existing "government management mode", it has been transformed into a "company management mode" and some characteristics of "association (fund) management mode" have been integrated, innovated and transformed. A new type of "company management mode" with innovative connotation is put forward. It is pointed out in particular that the government management is still always involved, but the government management is mainly changed to the government as a supplement, which also reflects the practice of the "new public management theory" from "all-powerful government" to "limited government". The main contents are as follows: first, it is necessary to integrate the scientific research institutes of universities and colleges (such as overseas Chinese University) into the management of the software park, the second is to create an ecological environment conducive to the good development of the humanities. Third, we should pay special attention to local governments and their leaders, judge the situation according to the actual needs of the localities, and pool local forces (project funds, information technology) through the guidance of the government. Talent service and industry base advantage), take the benefit as the direction to find to take the government as the guidance, the market positively melts the combination point and the balance point.
