在线土地督察系统构建及应用

【摘要】：随着我国经济的快速发展,人口不断增多,因土地而引发的问题也日益严峻。土地违法的主体已经从个人上升到地方政府,土地督察迫在眉睫。因此,建立国家土地督察机构,以各个省市的人民政府作为主要监督对象,监督其土地管理与利用情况,严守“18亿亩”耕地红线具有重要意义。目前,土地督察部门人员少、督察任务重,各部门人均督察面积大,是土地督察所面临的最主要的问题和困难。因此,在计算机高速发展的今天,急需信息化设备和先进技术手段来改革土地督察的工作模式,以提升督察工作效率和质量。本文针对目前土地督察工作跨区域、分散繁杂、效率低等问题,以“在线土地督察系统”为研究内容,重点研究土地督察专题数据库及系统的构建,数据和系统的网络发布等,建立“天上看、地上管、网上查”的在线土地督察系统,并以上海土地督察局为例,进行示范应用。主要研究内容如下:(1)通过对土地督察工作需求分析,将土地督察整个业务流程进行整合和统一,在现有研究成果的基础上,设计了在线土地督察系统的总体架构、运行环境及功能模块等。(2)依据土地督察不同数据来源,设计构建土地督察业务数据库,对影像和矢量数据进行数据有效组织和管理,并进行相关业务保表设计;基于.NET平台开发土地督察数据管理子系统,实现土地督察数据的统一存储和管理、查询和实时更新等功能。(3)基于Rest+WCF体系架构研发了TopRSServer实现对影像数据的网络发布,采用ArcGIS Server实现对矢量数据的网络发布。(4)设计开发了二维地图平台,实现栅格数据和矢量数据的调取与分析;采用Flex技术搭建了土地督察系统前端框架,并通过ArcGIS API for Flex实现了数据的调用、查询和分析,以及现土地督察系统的网络化共享。
[Abstract]:With the rapid development of China's economy, the population is increasing, and the problems caused by land are becoming more and more serious. The subject of land violation has risen from individual to local government, land inspector is imminent. Therefore, it is of great significance to establish a national land supervision institution, to take the people's government of every province and city as the main supervisory object, to supervise the land management and utilization, and to strictly observe the red line of "1.8 billion mu" cultivated land. At present, the land supervision department is faced with the most important problems and difficulties because of the small number of personnel, the heavy task and the large per capita area of each department. Therefore, with the rapid development of computer, information equipment and advanced technology are urgently needed to reform the work mode of land inspector in order to improve the efficiency and quality of supervision. In this paper, aiming at the problems of land supervision work, such as cross-region, scattered and complicated, low efficiency and so on, taking "online land supervision system" as the research content, the paper focuses on the construction of the land supervision thematic database and system, the data and the network release of the system, etc. This paper sets up an online land supervision system of "looking at the sky, managing on the ground and checking on the net", and takes Shanghai Land Supervision Bureau as an example to demonstrate and apply it. The main contents are as follows: (1) based on the existing research results, the overall framework of the online land supervision system is designed, which integrates and unifies the whole business process of the land inspector through the analysis of the work demand of the land inspector. (2) according to different data sources of land inspector, design and construct land inspector business database, organize and manage image and vector data effectively, and design related business maintenance table; Based on. Net platform, land inspector data management subsystem is developed to realize unified storage and management of land inspector data, query and real-time update. (3) based on Rest WCF architecture, TopRSServer is developed to realize the network release of image data. Using ArcGIS Server to realize the network release of vector data. (4) the two-dimensional map platform is designed and developed to realize the retrieval and analysis of raster data and vector data; The front-end frame of land supervision system is built by using Flex technology, and the data transfer, query and analysis are realized through ArcGIS API for Flex, and the network sharing of land supervision system is realized.
